Project Officer - IBU Foundation

IBU Foundation is a non-profit Indonesian organization with national and international acknowledgment. We work to respond to emergency situations and inequity in community especially health care services for vulnerable people especially children: Our vision is to create healthy generation as the resource for the future.

IBU Foundation are partnering with Trocaire, a Ireland Donor to implement a Community Based Disaster Risk Reduction Program in Aceh Barat in 2 years, to implement the projects IBU Foundation are currently seek candidate to fill position below:

(One) Project Officer Community Based Disaster Risk Reduction (PO CBDRR) - Based in Meulaboh, Aceh Barat.

General and Specific Requirement for above position are below:

Detail Functions/Results:
  1. Programmatic management:
    • managing all necessary efforts of the team, especially leading the effort of community facilitators to deliver project indicators and providing supervision to the community facilitators
    • delivering community training in DRR issue
    • facilitating community in DRR action plan and implementation in collaboration with community facilitators; this includes, but not limited to, facilitating community meeting, monitoring & evaluation, and stimulant grant disbursement process.
    • conducting initial assessment in target village selection, done in collaboration with community facilitators
    • facilitating participatory assessment with the community in collaboration with community facilitators
    • conducting weekly meeting with the team in coordination with Site Manager
    • coaching community facilitators as necessary and with sufficient support from Program Director and Human Resource Officer as needed.
    • coaching the community, in collaboration with community facilitators as needed.
    • Handling, in collaboration with community facilitators, the production and dissemination of media communication materials (posters, flyers, theatre, and movie).
  2. Operation and Field Management
    • monitoring and controlling project budget (incoming and outgoing)
    • in collaboration with community facilitators, creating budget forecast in timely manner
    • in coordination with relevant operation unit staffs, ensuring logistic management is supporting the activity
    • networking with stakeholders in the community facilitated
    • ensuring smooth relationship among the core team and the community in collaboration with community facilitators; it might include, but not limited to, organizational statement declaration to the community, conflict mediation, socialization of the project, and managing key persons cooperative attitude.
    • coordinating with Site Manager in relevant operation and programmatic issues as well
  3. Advocay
    • Facilitating stakeholders mapping, in collaboration with community facilitators
    • Facilitating networking meeting with external agents that are in the referral system of the villages' DRR plan
    • Building MoU as well as mediating the process of signing among village DRR group and external agents
    • Advocating with Meulaboh, West AcehDistrict Government officials on DRR institutionalizing
    • Leading the participatory assessment effort on District Government's initiative related to DRR as well as the socialization
    • Leading the capacity building effort for the District Government
  4. Reporting
    • Building monthly report for Program Director that includes budget tracking, program indicators tracking and lessons learned
    • Building quarter report for the donor under Program Director supervision that includes budget tracking, program indicators tracking and lessons learned.
    • Building annual report for the donor under Program Director supervision that includes budget tracking, program indicators tracking and lessons learned.
    • Establishing means of verification for the indicators and attach them in the report (monthly and quarterly)
    • Building special report for troubleshooting, problems occured in the field and any other necessary situation deviated significantly from normal operation.
General Requirement :
  1. Strata 1 on social study such as psychology, sociology, development economy, and education with good grade
  2. Good communication and interpersonal skills
  3. Fluency in written and spoken English and Bahasa Indonesia
  4. Result and action oriented
  5. Self-motivated, self-starter, strategically & tactically thinking, and self-driven person
  6. Independent and quick learner, hard-worker and a good team player
  7. Able to work under pressure and always put the integrity on the highest level

Specific Requirement :
  1. Minimum 1-2 years working experiences in social programs either in emergency preferably development setting. The experience should include a managerial experience at a minimum of 6 months
  2. Solid working experience in computer office application (MS Office and preferably open office)
  3. Good Project Management Skills
  4. Good Personal Supervising skills
  5. Strong working experience on humanitarian program and development setting
  6. Have working experience on Community Based Disaster Risk Reduction, Community Development and Assessment Methodology such as Participatory Rural Appraisal/Participa tory Learning Action
  7. Having skill on training and development for community members and government officials audience
  8. Having skill on stakeholder mapping
  9. Having skill on budgeting management and writing report on the experience
  10. Having knowledge on GIS, MS Project application and MS Publisher is desirable
  11. Having knowledge on UU no.24/2007 is desirable
