Consultancy for Plan Indonesia Health Strategy/Program

Plan is an international humanitarian, child-centered community development organization without religious, political or government affiliation. Child sponsorship is the basic foundation of the organization.
Plan has been operating in Indonesia since 1969. Currently, Plan Indonesia is working in 7 Program Units (PU) in Central Java and Nusa Tenggara Timor -- Kebumen, Rembang, Grobogan, Sikka, Lembata, Soe and Kefamenanu.

Plan International Indonesia has been implementing its Community Managed Health Care program since 2005. It is now undertaking strategic planning to develop its health program for the years 2011-2015.

In light of this Plan Indonesia would like to obtain the services of a qualified public health expert to inform this strategic planning process. The overall aim of this consultancy is to formulate a program strategy for children’s health in Central Java and NTT. Note that this will not include WES aspects as these are part of a separate but complementary sub-program.


Job Description

Position: Consultancy for Plan Indonesia Health Strategy/Program

Reports to:

Position Summary:

The specific objectives of this consultancy are to:
  1. Complete a situation analysis of children’s health issues in Indonesia. Specifically how do the issues impact on children and women? Particular attention is to be paid to regional situation analysis of Central Java and Nusa Tenggara Timor (Plan working areas). This analysis should provide clear direction for program objectives and approach.
  2. Review the previous work of Plan, NGOs, the government and other major players in this area. What have been the factors of success and failure? What has been learned and what has changed?
Suggest program objectives (SMART) that are most appropriate for Plan given the situation analysis, the work of other organizations and available resources. Focus will be critical. Plan’s policies, directions and rights based approach needs to be to be considered and incorporated. Describe how (methodology) programs should be implemented including key stakeholders, technical approaches, etc.

Methodology
Plan would recommend the followings methods/ tools:
  • Desk review of Plan documents, government policies, secondary data, development agency reports, etc.
  • Field visits
  • Key informant in-depth interviews
Other methods may be used as agreed between the Consultant and Plan.

Expected Output.
The Consultant will produce:
  • Situation analysis, draft of which is to be reviewed and approved by Plan Indonesia prior to the development of program objectives and approaches.
  • SMART objectives and program approach completed in consultation with Plan Indonesia.
In performing the tasks assigned, the consultant will coordinate and communication with the Health Specialist and Program Support Manager through email, telephone and informal meetings.

Qualifications:

  • Masters degree in public health with a focus on children’s health.
  • Advance knowledge and understanding health situation and health system in Indonesia.
  • Knowledge and experience about the rights- based approach to development;
  • Experience in public health program design and implementation, especially mother and child health.
  • Demonstrate strong proposal writing skills, proposal design (including logical frameworks)
  • Excellent English skills particularly writing skills.
