IDR 8,885,000 gross monthly salary, plus excellent benefits

The post holder will assist the Marketing & Communications Manager in the the planning and delivery of the corporate marketing and communications strategy for the British Council Indonesia, in line with the country plan and will provide high quality communications and marketing services to internal customers in the following areas:

  • Online media and social networking management
  • Media relations management, and delivery of operational communications plan
  • Internal communications and knowledge sharing
  • Business relations and brand management
This position is offered for a fixed period of 1 year initial contract (renewable)


Key duties of this post include:

  • Management and delivery of British Council’s online and social media engagement
  • Identification and development of relationship and partnership with media / press
  • Managing internal communications
  • Supporting managers in the delivery of operational communication plans
  • Supporting and co-ordinating business relations and marketing efforts to secure new business partners
  • Managing British Council’s brand 
The successful applicant will need to be able to demonstrate:
  • Proven experience in online and social media management
  • At least two years media relations experience and ability to write press releases
  • Strong sense of achievement and relationship building for influence
  • Marketing & Customer Service skills with good communications skills
  • Strong written and oral communications in Bahasa Indonesia and English (IELTS : overall 6)

Background

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) and based in Jakarta, Indonesia. UCLG is the largest local government organization in the world and the officially recognized voice of Local Government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people –more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia. UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local 
governments
 and the associations.

UCLG ASPAC implements the Project “Supporting Decentralization in Developing Countries” in close co-operation with UCLG headquarters, Barcelona. The project activities are carried out for a period of 30 months in South East Asian countries. The overall objective is to support the decentralization and local democracy processes in developing countries and notably in Least Developed Countries in order to strengthen local development and good governance. More specifically, it is aimed to capacitate local governments in analyzing and defining priority agendas and to engage in dialogues with states and regional 
institutions in South East Asia.

UCLG ASPAC is accepting expressions of interests from qualified Regional Coordinator candidates. The Regional Coordinator will be placed at the UCLG ASPAC regional office in Jakarta and provides support to the on-going operations ensuring high quality, accuracy and consistency of work. The Regional Coordinator reports directly to the Secretary General of UCLG ASPAC.



Responsibilities

The Regional Coordinator will be responsible for the following:
  • Establish and maintain communication with project partners and relevant stakeholders incl. ASEAN Secretariat, LGAs/LAs, academic institutions, CSOs, decision makers and media
  • Identification, placement and supervision of regional experts 
  • Coordination of elaboration of regional report on decentralization 
  • Establish of regional chapters of global observatory on decentralization
  • Facilitate development of decentralization indicators and pilot study
  • Organization of regional meetings and conferences
  • Support press releases and conferences 
  • Ensure appropriate documentation of project activities 
  • Compose regular narrative and financial reports 
  • Carry out project management incl. regular monitoring
  • Respect EC visibility guidelines
  • Perform other duties as required from time-to-time 


Special requirements of the assignment

  • Minimum of a bachelor’s degree in public administration, international relations, economics, political science or related field
  • At least five years of professional experience in governance and decentralization related work with key qualifications comprising capacity development, project management, public service provision, community participation
  • Strong written and oral communication skills (Indonesia and English)
  • Computer software skills in all basic Microsoft word programs
  • Ability to develop liaison with senior representatives from partner organizations and stakeholders and work co-operatively
  • Ability to work under pressure and to deadlines required
  • Experience in working in an international environment, respecting different cultures and nationalities
  • Considerable domestic and international travel may be required

Assignment period

The assignment will be for a period of 12 months with a possibility of further extension, subject to performance review. It will commence in January 2011.

The Manager will be responsible for the following:
  • Establish and maintain communication with international partners and relevant stakeholders, LGAs/LAs, academic institutions, and CSOs 
  • Carrying out regular research and analysis on political, social, and governance related developments in the Asia Pacific region
  • Composing country profiles emphasizing on demographic, administrative and political features
  • Providing regular updates on relevant programs and activities implemented by international organizations
  • Identifying cooperation areas and potential partners for member oriented services
  • Organization of regional meetings and conferences
  • Preparing background information and materials related to the participation in international events or conferences
  • Managing the agenda of the Secretary General
  • Represent the Secretary General on certain occasions
  • Perform other duties as required from time-to-time 


Special requirements of the assignment

  • Minimum of a bachelor’s degree in public administration, international relations, economics, political science or related field
  • At least three years of professional experience in regional or international cooperation related to governance, decentralization, social inclusion, MDGs
  • Sound background in carrying out analytical work and research 
  • Sufficient experience in preparing presentations for international events
  • Strong written and oral communication skills (Indonesia and English)
  • Computer software skills in all basic Microsoft word programs 
  • Ability to develop liaison with senior representatives from partner organizations and stakeholders and work co-operatively
  • Ability to work under pressure and to deadlines required

Energy Efficiency Information Support Officer with EECHI

About the Project: Clearing House for Energy Efficiency

The Energy Efficiency Clearing House of Indonesia (EECHI) is envisioned to be an information centre on energy efficiency. The EECHI will cover an important gap in knowledge about energy efficiency in Indonesia by accumulating existing knowledge in the area and facilitate contacts between finance institutions, government, suppliers and industries. EECHI will be operating under DGNREEC, MEMR.

Description of Position: Energy Efficiency Clearing House Information Support Officer.

Management of information which covers collecting, processing, provision and dissemination will be the main responsibility of Information Support Officer. Information Support Officer will assist and referring clients, visitors or through electronic communications, to the information they required which are available in EECHI (office, website and/or database).
At the back end, s/he will be accountable in the maintenance of the system as well as ensuring collecting information is a reciprocal system between EECHI and clients.

Duration
The appointee would be contracted for 2 years with anticipated starting date in December 2010.

Roles and Responsibilities
As an Information Support Officer you would be required to coordinate the provision of information services by EECHI. This may involve, but not limited to:
  1. Management of physical and digital library
  2. Research of information material and best practices on energy efficiency
  3. Maintenance and updates of energy efficiency knowledge database
  4. Maintenance and updates of EECHI website
Competencies, Skills and Experience Required for These Positions:
The Information Support Officer would be required to meet the following qualifications:
  • Minimum D3 on relevant subject, S1 is preferable;
  • Demonstrated ability in research, article writing and/or information management
  • Experience and knowledge in Indonesia energy sector, energy efficiency (industry and building), and environmental issues is an advantage.
  • A demonstrated ability in database, library and/or website maintenance is an advantage;
  • A demonstrated proficiency in Bahasa and English;
  • Proficiency in using MS Office software package including database and web applications;
  • Knowledge and experience in international development project is preferable;
  • A demonstrated ability to manage priorities and demanding workloads with consistency in the quality of work that is accurate and complete;
