TASKS/RESPONSIBILITIES
Under the line management of the Site Log/Administrator and in collaboration with the National Support Services Department in the National Office, the Site Accountant/Administrative Assistantensures administrative tasks and duties of the Site and the follow up of the Satellite offices. S/he will have to travel to the field in order to bring his/her support to the local teams. S/he will be the contact for certain bodies on administrative and financial questions. 


The tasks in particular are:

  • To ensure that accounting operations, treasury and commitment of expenditure in the Province are properly done.
  • To ensure deadlines are met in time
  • To ensure administration is well-managed
  • To be the contact person for visitors, phone callers and authorites or providers related to administration
  • To regularly report to the Site Log/Administrator
  • To ensure good communication and effective circulation of information within the team

DUTY STATION:
The Site Accountant/Administrative Assistant will be based in Kupang, NTT with frequent travels to the field (Kupang District, TTS, TTU, Belu).

PERSONAL QUALIFICATIONS AND REQUIREMENTS

Essential:

  • D3 in Economics and Business
  • Minimum of 2 years of professional experience and in practical experience in the relevant field
  • Computer skill
  • Knowledge in Accountancy and Administration
  • English skill

Job Vacancy: Urgently Needed

Caritas Czech Republic (CCR) is one of the largest non-government organisation in its country. Headquartered in Prague, this organization has implemented its programs especially in education, social issues and emergency responses. CCR program currently covers Balkan Region (Ukraine, Byelorussia, Chechnya, Georgia, and Moldavia) and other countries in South East Asia that need support such as Sri Langka, Cambodia and Indonesia.

CCR Indonesia in Aceh province is currently in the process of implementing follow up Livelihood Project (to be planned until July 2011) which will focus on building capacities of cooperative and existing potential farmer groups to be able to operate as a viable commercial enterprise; strengthening the capacity of farmer extension service and agriculture vocational high school and enable them to protect their livelihoods using disaster risk reduction strategies in their livelihood activities.

CCR is currently has a vacant position for its follow up livelihoods project:

JOB TITLE : Disaster Risk Reduction Coordinator (DRR COORDINATOR_CCR)
PROJECT : Rural Livelihoods Development
DUTY STATION : Field Office in Aceh Jaya
PERIOD OF CONTRACT : 9 months (3 months probation)
REPORTS TO : Project Manager

Job Summary:

  • To ensure that all project activities related to community-based DRR are implemented in line with the approved proposal, project action plans and log-frames.
  • Responsible for CCR project staff involved in the DRR implementation, responsible for proper trainings and capacity building in DRR of the project staff and targeted communities.
  • Close networking and relationship building with other state and non governmental organizations involved in the DRR field
  • To carry out the baseline survey, appraisal, monitoring and review needed to implement and manage the project in line with overall Caritas Czech Republic strategy. 
  • To develop and keep close relations and synergy with other CCR Livelihood projects (related to the coordination of various activities, sharing of lessons learned and best practices)
  • To develop and keep close and transparent relations at both operational and strategic level with Caritas Czech Republic project and program partner NGOs
  • To attend coordination meetings and working groups with other (I)NGOs, national & local government structures and other institutions concerning DRR coordination; and other work as assigned by the Project Manager- together with Project Manager develop and keep strong advocacy and lobbying link of the project.
  • To perform other responsibilities related as requested by Project Manager.
  • Prepare narrative and progress reports to Project Manager.
  • Liaise with other NGOs, relevant government agencies and other stakeholders to ensure a coordination of effort and lesson sharing
  • Supervise baseline or disaster risk mapping studies and develop risk reduction work plans
  • To be responsible for the representation of CCR to stakeholders or partner organizations, government, line-agencies and other NGOs in relation to the Disaster Risk Reduction issues
  • Ensure the quality and maximum of impact of the disaster risk reduction project


Required Qualifications:

  • Degree in development, social science or related field
  • At least 3 year professional experience in managing and implementing of DRR projects, including managing of DRR capacity building for community (essential qualification).
  • Proven experience in Hazard, Vulnerable and Capacity Assessment in disaster prone areas (essential qualification). 
  • Good experience with networking and advocacy related the field of DRR
  • Strong skills in report writing (Bahasa Indonesia and English)
  • Demonstrates knowledge of and experience with best practices for emergency preparedness and DRR, in variety of operational contexts
  • Ability to design training materials and modules, and facilitate trainings
  • Familiarity with current approaches and guidelines for M&E, impact measurement and accountability in humanitarian & development sectors
  • Demonstrates qualities of oral and written communication skills, cultural sensitivity, ability to work in team and under stress
  • Good understanding of PRA tools, basic community facilitation skills
  • Excellent command of English and Indonesian language (Aceh language desirable)
  • Experience and creativity using computers, internet technology, word, excel
  • Proven ability to work under pressure in a potentially unstable security environment, with difficult living conditions in the field
  • Willing to be based in field office and has a driving licence (motorbike)

Desirable Qualifications:

  • Previous experience with community-based DRR activity
  • Previous experience working in post-conflict areas (Aceh)

TERMS OF REFERENCE

1.Introduction
Handicap International Federation is a non-governmental organization, specialized in the field of international solidarity. It was formed in 1982, with its headquarters in Lyon (France). Handicap International Federation is working in over than 55 countries worldwide and a co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap International Federation is made up of a Federation and national associations which work together on mobilizing resources, co-managing projects and promoting the movements’ principles and activities. Handicap International Federation is neither exclusively a development NGO nor exclusively an emergency relief NGO. A Non-governmental, non-religious, non-political and non-profit making organization, Handicap International Federation works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant.
Handicap International Federation has been working in Indonesia since 2005 to support health and social initiatives related to disability issue. In collaboration with the Ministry of Social Affairs of Republic of Indonesia, Handicap International Federation Indonesia implements activities that will allow people with disabilities in Indonesia to have greater opportunities to exercise their rights to enhance their dignity.
Handicap International Federation Indonesia formulated a strategy which stated that the specific objectives of the activities are to increase the capacity of institutions and services working in disability field, confirming to general public and decision makers are aware that disability is a human rights and development issue, and empowering people with disabilities and their organization to become active actors in their communities.

2.Background
Handicap International Federation (HI) is working in Indonesia since December 2004 and based its national coordination office in Yogyakarta on August 2005. Activities are implemented in NTT/Timor Island since since January 2010. HI is currently implementing three projects in the island, one on Advocacy and Capacity-building for the Rights of People with Disabilities, and two on Disaster Risks Reduction (DRR).
DRR projects are:

  • A multi-country project, with the Philippines, funded by DIPECHO, for 15 months starting 1 June 2010. The project is entitled “Mainstreaming disability in Disaster Risk Management initiatives in Indonesia and Philippines”. In Indonesia, it aims at reducing the vulnerability of the people with disabilities to natural hazards by enhancing their participation into the disaster risk management activities. This will be achieved by increasing the capacities of key Disaster Risk Management stakeholders (local authorities, local NGO and International NGO) in mainstreaming disability in their activities in districts of Kupang and TTS. It is expected that by the end of this project, persons with disabilities in implementing areas will be effectively involved in the community based disaster risk management.
  • A provincial project , funded by the German Ministry of Foreign Affairs, for 15 months starting 1 October 2010. The project is entitled “Strengthening disability inclusive Disaster Risk Reduction in 12 schools of NTT province in Indonesia.”. It aims at strengthening capacities to respond adequately to disasters among non disabled children and children with disability (CwD’s) within 9 inclusive and 3 special schools located in districts of Kupang and Belu. Consequently, . It is expected that by the end of this project, a comprehensive and adapted disaster risk response, relying heavily on children and teachers participation, working in close coordination with the community, will be in place in the concerned schools and surrounding villages.

3.Rationale
Inclusive mock drills represent an important component of HI projects in DRR. In order to implement these activities successfully and demonstrate the feasibility of inclusion of People With Disabilities (adults and children) as active participants and beneficiaries in the context of villages and schools, a technical support is needed on the core skills needed to plan,,implement and evaluate these activities..

4.Objectives
The Rescue and Evacuation Support consultant will work for the two above mentioned projects to support the activities related specifically with disability inclusive evacuation drills.
S/he will directly manage the development of training curriculum and facilitate their implementation, as well as support coordination, preparation, implementation and evaluation of the drills by project team and partners.
S/he will work closely with HI project teams and consultants, the TAGANA of Kupang, TTS and Belu districts, as well as other partners.
The Rescue and Evacuation Thematic Officer will be supported by the Disability Coordinator in DRR in Philippines, East Indonesia Operational Coordinator and ad hoc technical resources at HI HQ.
S/he will be managed by the two DRR Project Managers for tasks related to their specific projects and specifically target the following objectives:

  • To provide necessary tools and documentation (training and practitioner handbook) relevant to the context of the projects (village and school)
  • To ensure the training of relevant internal (Project Officers and Facilitators) and external (TAGANA) stakeholders
  • To support the planning, implementation and evaluation of mock drills implemented in the two projects

5.Expected Results:

  • Training contents on organization of mock drills are made available
  • Training sessions for HI staff and groups of TAGANA members from 3 districts (around 55 DIPECHO + 10 persons overall) are planned and facilitated
  • Project staff and TAGANA groups are supported to implement mock drills in 12 schools and 2 villages
  • The implementation of the evacuation drills is evaluated jointly by consultant, HI staff
  • Restitution workshops are facilitated for the two projects

6.Consultant Services Consultant Tasks

  • With support from DRR trainer, Education consultant and Mapping/Accessibility Officer, develop the curriculum for the disability inclusive evacuation drills training for HI staff and the TAGANA of Kupang, TTS and Belu
  • Define the content / tools for the implementation of the inclusive evacuation drills
  • Support the development of the TOR, budget and work plan for the evacuation drills.
  • Support HI teams, to work with the TAGANA of Kupang, Belu and TTS in, preparing the villages and the schools for the implementation of the inclusive evacuation drills.
  • With the support of HI, to organize training for HI DRR teams and the TAGANA of Kupang, TTS and Belu on inclusive evacuation drills.
  • Support HI and TAGANA to organize evacuation mock drills in the selected villages.
  • Develop the TOR, budget and work plan for the restitution workshops with the Project Managers
  • Evaluate the implementation of the evacuation drills
  • Facilitate the restitution workshops
  • Provide and submit proper reports of the accomplished activities in timely manner.

Deliverable

  • A training curriculum on ‘Implementing disability inclusive evacuation drills”
  • A toolkit for mock drills implementers (TAGANA)
  • A final report on Lessons learn from the projects

7.Practical Information
Duration of the mission: 7 months (140 days)

  • Language: Fluency in written and spoken English is preferred and in Bahasa Indonesia is essential
  • Skills: Experience of working with plural-disciplinary teams, knowledge on evacuation drills, knowledge on disability issues, experience in organizing training and large events,

General Functions:

  1. Establish and sustain working relationships with senior government officials to develop a coordinating mechanism for care of refugees/asylum seekers, counter-smuggling and counter trafficking initiatives.
  2. Identify and analyze training needs of the INP and immigration officers with a view of improving the handling of intercepted irregular migrants.
  3. Assist in planning and designing training activities and nationwide capacity building initiatives for the participants and producing the necessary materials which should include distinct modules of training.
  4. Travel throughout Indonesia to conduct training sessions for participants from Immigration, local authority "PEMDA", local Police and/or other stakeholders in fields.
  5. Design and conduct Training of Trainers sessions for all staff working RMIM/RCA.
  6. Prepare material for awareness rising to address issues related to irregular migration that will be suitable for use in remote sub-offices.
  7. Prepare draft donor reports, ad hoc reports as required or requested by the donor.
  8. In coordination with the Sr Programme Coordinator, liaise and coordinate all activities with the donors, government authorities and other agencies necessary for the implementation of the activities.
  9. Establish and implement standardized project staff induction, monitoring and debrief mechanisms.
  10. Establish and expand an active peer counselling and support systems for project staff.
  11. Perform other duties as may be assigned.


Required Qualifications :

  • National with good knowledge of, and experience in managing program & operational.
  • A university degree preferably post graduate in International Relations, Social Work, Public or Business Administration, or alternatively, a combination of relevant training and experience.
  • Minimum seven years experience in senior national and local government liaison with a preference towards coordination with Ministry of Law and Human Rights, Ministry of Foreign Affairs and Indonesian National Police.
  • Minimum seven years of direct work experience related to refugee/asylum seekers.
  • Minimum three years experience participating in a peer counselling/support system
  • Ability to prepare clear and concise reports in English.

Who will be responsible to coordinate the programme of VECO Indonesia in and is based in the VECO Field Office in Boyolali.


Specific Responsibilities

  1. Plan, implement and develop Sustainable Agricultural Value Chain Development, Advocacy and Consumer Awareness Program in the region of Boyolali.
  2. Represent VECO Indonesia in the region; liaise with all partners.
  3. Support network building locally, nationally and internationally.
  4. Support capacity building of partner organizations.

Key Competencies and qualifications:

  • At least 5 years experience in rural or agricultural development holding a Bachelor’s or Master’s Degree in Agriculture, Agronomy, Economics or Environmental Sciences.
  • Experience in the rice sector.
  • Good understanding of local economic context and political and institutional framework in Central Java.
  • Working experience with a NGO or in the Development Cooperation sector.

  • Experience with activities focusing on Consumer Awareness building (campaigns, exhibitions, media, etc).

Visi TII adalah menjadi pusat penelitian di Indonesia untuk masalah kebijakan publik dan berkomitmen memberi sumbangan kepada debat-debat kebijakan publik untuk memperbaiki kualitas pembuatan dan hasil kebijakan publik dalam situasi demokrasi baru di Indonesia.

Misi TII adalah melaksanakan kajian yang dapat diandalkan, independen, dan nonpartisan, serta menyalurkan hasil penelitian kepada pembuat kebijakan, kalangan bisnis, dan masyarakat sipil dalam rangka memperbaiki kualitas kebijakan publik. Misi lainnya adalah mendidik masyarakat dalam masalah-masalah kebijakan yang mempengaruhi hajat hidup mereka. Dengan kata lain, TII memiliki posisi mendukung proses demokratisasi dan reformasi kebijakan publik, serta mengambil bagian penting dan aktif dalam proses itu.

I. PERSYARATAN UMUM PELAMAR
  1. Latar belakang pendidikan Sarjana ilmu sosial, ekonomi, politik, hukum dan disiplin ilmu humaniora lainnya.

  6. Memiliki pengalaman dan pemahamantentang ruang lingkup pekerjaan di lembaga penelitian (baik dalam hal pengembangan program maupun aktivitas penelitian).

II. TANGGUNG JAWAB
  1. Memenuhi tugas rutin seperti menulis artikel kajian untuk publikasi mingguan, bulanan, maupun tahunan, serta tugas terkait penelitian dan pengembangan kelembagaan.
  2. Hadir setiap hari dan jam kerja (Senin-Jumat, 8.30-17.00 WIB) dan bersedia hadir atau bertugas pada hari dan waktu lain di luar itu ketika dibutuhkan.
  3. Melaksanakan tugassesuai dengan tenggat waktu.
  4. Mempromosikan dan mewakili lembagadi forum-forum eksternal.
  5. Mengikuti rapat koordinasi dan komunikasirutinterkait teamwork sesuai yang dijadwalkan maupun sesuai kebutuhan.
  6. Melakukan tugas koordinasi dan pelaporan terkait penugasan dan kegiatanlembaga.

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

Context:
CARE is one of the world’s largest and most well-established international development and humanitarian assistance agencies, and has been working in partnership with the Government of Indonesia since 1967. CARE in Indonesia has carried out large-scale operations across the archipelago, encompassing emergency operations, and a range of development initiatives in such areas as water, sanitation and higiene, livelihood, natural resources management, environment and climate change, health and nutrition, and child’s rights and
youth at risk program.

Job Summary:
The Information Management and Communications Specialist will work to increase local, national and international understanding of CARE’s work and role in Indonesia, build excellent working relationships with local, national, and international media, provide information to the public about CARE’s work and the new Program Approach, facilitate and monitor the development of projects’ IEC materials. The Information
Management and Communications Specialist will support CARE’s commitment to transparency and accountability both in its emergency operations and development programs.

RESPONSIBILITIES AND TASKS

MEDIA RELATIONS
  • Develop and maintain excellent relationships with key Indonesian and international journalists, other communications officers throughout the CARE International system, and with representatives of other NGOs, government departments, etc.;
  • Respond to requests for information from journalists, members of CI, and donors, including arranging interviews and field visits;
  • Act as point of contact on all media matters and respond to, prioritize and co-ordinate media and CARE International requests.
  • Draft and/or coordinate, distribute and log press releases, project publications, and reports to CARE International (CI) press offices and directly to the national and internationally media.
  • Plan press conferences and media support to CARE events;
  • Write and place opinion pieces, articles and letters to the editor in the international/national media;
  • Liaise with international journalists, filmmakers and photographers on the ground and offer stories, facilities and provide support as appropriate.
  • Work with CII field staff to monitor print and electronic media for mentions of CARE and other topics of interest to the organization;
  • Oversee the production and distribution of external communication on CARE’s community programming to local/national media (print, radio, TV);
  • Provide media/communications training to CARE staff

COMMUNICATIONS AND PUBLIC RELATIONS (PUBLICATIONS/ADVERTISING)
  • Develop and implement communication strategies for the country office and projects
  • Develop and/or facilitate and monitor the development of various visibility and IEC Materials to support CARE’s programming and ensure compliance to the CARE International Brand Guidelines and Donor visibility and branding requirement 
  • Write, edit and approve communication materials;
  • Coordinate and supervise the production of communications tools (briefings, feature stories, op-editorials etc) with inputs from staff, partners, and consultants for internal purposes (website, newsletter) and external dissemination (donors, CI, media) 
  • Proactively liaise with field based program staff to organise and monitor media activities including preparing press kits;
  • Work closely with CI’s COMWG to ensure messages are aligned and CII is appropriately represented in all communications;
  • Contribute to CI’s corporate communication outlets.
  • Maintain photo libraries that include all documentation produced by CII HQ and project offices
  • Attend/participate in COMWG meetings/conference calls that pertain to Indonesia/Asia;

INFORMATION and KNOWLEDGE MANAGEMENT
  • Conduct on-going information assessments of the country office needs and the constraints to accessing that information, and identify solutions to information constraints and shortfalls. 
  • Develop communications tools as part of the solutions to information gap within CII
  • Work with CII staff, particularly SMT members, IT and administration, to improve communications within CII and provide regular updates and communications materials, including to facilitate and monitor the shifting from CII intranet to CCa Minerva.
  • Develop an internal photo database to ensure all CII photos are properly stored and accessible.
  • Coordinate the Knowledge management initiative of CII.
OTHERS:
  • Develop and implement communication strategies introducing the Program Approach to staff and external audiences 
  • Act as member of Core team of Program Approach Shift to CII and conduct activities as required
IN TIME OF EMERGENCY:
  • Deploy as a part of CII’s Emergency Team in response to disasters in Indonesia (when needed); collects human interest stories and photos, contract and supervise photographer or videographer and disseminate materials to CI 
  • Deploy as part of the CI Communications Working Group (COMWG) in response to a disaster in the region (when needed), 
  • Gather and disseminate information on the emergency situation and CARE’s response back to CARE International Member offices for use in emergency response, fundraising and communications activities.
  • Act as information manager for the Emergency Team, particularly assisting Media Relations and support the Emergency Coordinator on information needs.

No direct supervisee

QUALIFICATIONS:
  • Education: Minimum bachelor degree in journalism, public relations, communications or other related field;
  • Minimum five years’ experience in media (broadcast or print) in Indonesia, or related field such as media/public relations;
  • Excellent writing, editing and communications skills (Bahasa Indonesia) and fluency in English required;
  • Strong computer skills (Microsoft Office, photo editing software etc.);
  • Ability to undertake research under potentially difficult and sensitive conditions.
  • Understanding of sensitivity of information around CARE’s emergency response and ability to assess internal versus external information.

The Role:
The Regional Humanitarian Coordinator plays a key leadership role in the region in relation to Humanitarian response, preparedness and advocacy both at country and regional level. It is required to develop long-term vision and strategic planning to achieve significant impact in the humanitarian programme including leadership on the implementation of the Regional Humanitarian Strategy.

East Asia looks at capacity and response from 2 angles – from a regional capacity level with the Regional Centre and Countries contributing and from an Oxfam International perspective, ensuring that all Humanitarian activities are seen from a cross affiliate dimension

The requirements:
  • At least five years experience of humanitarian response work in a range of environments – including experience of field-level management of complex humanitarian response programmes; and all phases of the project/programme cycle;
  • Demonstrable skills in gender analysis in humanitarian response or preparedness programming, and a clear understanding of the practical significance of gender issues in humanitarian environments;
  • Demonstrable experience of policy and advocacy strategy development in relation to humanitarian response work.
  • Demonstrated facilitation, coaching/ capacity building & training skills, including the ability to influence teams when acting, as an external advisor.
  • Demonstrated ability to think strategically, a high level of analytical skills;
  • Excellent interpersonal /team skills, and an ability to work independently 
  • Fluent English. Knowledge of other major language of the region would be desirable.

Monitoring, Evaluation & Reporting MANAGER

The American Red Crosshelps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and works with PMI. 

Following the completion of the Tsunami Recovery Program (TRP) in June 2010, American Red Cross is presently developing an Indonesia Recovery Program (IRP) that will be implemented in three year time period from November 2010  October 2013. The IRP Program will be focusing on four main areas: Water & Sanitation, Health, Disaster Management, and Organizational Development. 

Therefore, the American Red Cross is currently seeking the Monitoring, Evaluation & Reporting MANAGER (1 person) for the IRP Program to be based in Jakarta with 12 months fixed term contract:
 
Duties and Responsibilities:
 
Monitoring & Evaluation

  • To develop a sound management information system that will allow ARC to keep track of program progress 
  • To ensure that the Monitoring, Evaluation, & Reporting system and mechanism is in place and functioning
  • To work with program team in project design, especially related to logframes, M&E plans etc
  • To ensure that all project log frames, indicators, M&E plans, and tools are standardized and updated 
  • To provide technical support to program team in the area of M&E and Reporting through training, coaching, and guidance provision
  • Provide technical support to PMI NHQ & target chapters as necessary
  • Implement an appropriate filing system to track all data required for the M&E operations
  • To visit program sites on regular basis to ensure that programs are on the right track and share feedback & recommendation with the team
  • To maintain the program database and facilitate the program team and or relevant parties to have access to the data whenever relevant. 
  • Prepare field reports and draft progress reports regularly
  • Facilitate capacity building at PMI-NAD Chapter & Branch levels in effective monitoring and evaluation 
  • Conduct data auditing of a pre-determined random sample of PMI Branches that have submitted forms
  • Undertake any other relevant duty as might be required from time to time

Reporting
  • To compile all program reports, both for internal use and or external consumption, and  to ensure that they are submitted on time and accurate
  • To provide technical support to both ARC & PMI staff in strengthening their reporting skills
  • To provide Senior Field Representative with program information required for external and internal meetings including but not limited to power point presentation and program summaries/ factsheets 

Qualifications :
  • A Bachelor’s Degree, or equivalent, in a social sciences discipline (statistics, mathematics, psychology or economics). Masters degree is preferred
  • 3-5 year experience at similar capacity and field
  • Good communication and interpersonal skills and the ability to work effectively as part of a team
  • Ability to relate to stakeholders across all levels
  • Good time and stress management skills
  • Commitment and motivation
  • Excellent command of the English language with exceptional writing and communication skills, and full computer literacy

DIBUTUHKAN SEGERA 
Dalam rangka membantu Dinas Kesehatan Kabupaten Bima untuk mensukseskan program suplementasi kapsul vit. A dan program intervensi gizi mikro lainnya, The Micronutrient Initiative (Organisasi Nirlaba yang berbasis di Ottawa, Canada) bekerja sama dengan Dinas Kesehatan Kabupaten Bima, Direktorat Gizi, Kementerian Kesehatan dan UNICEF akan melaksanakan proyekpendampingan dan pemantauan program suplementasi vitamin A dan program gizi mikro lainnya di tingkat kabupaten. 


Untuk mendukung kegiatan proyek tersebut dibutuhkan “Petugas Pendamping” dengan persyaratan:

  • Pendidikan min D.3 dalam bidang ilmu gizi/Kesehatan,
