TERMS OF REFERENCE

1.Introduction
Handicap International Federation is a non-governmental organization, specialized in the field of international solidarity. It was formed in 1982, with its headquarters in Lyon (France). Handicap International Federation is working in over than 55 countries worldwide and a co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap International Federation is made up of a Federation and national associations which work together on mobilizing resources, co-managing projects and promoting the movements’ principles and activities. Handicap International Federation is neither exclusively a development NGO nor exclusively an emergency relief NGO. A Non-governmental, non-religious, non-political and non-profit making organization, Handicap International Federation works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant.
Handicap International Federation has been working in Indonesia since 2005 to support health and social initiatives related to disability issue. In collaboration with the Ministry of Social Affairs of Republic of Indonesia, Handicap International Federation Indonesia implements activities that will allow people with disabilities in Indonesia to have greater opportunities to exercise their rights to enhance their dignity.
Handicap International Federation Indonesia formulated a strategy which stated that the specific objectives of the activities are to increase the capacity of institutions and services working in disability field, confirming to general public and decision makers are aware that disability is a human rights and development issue, and empowering people with disabilities and their organization to become active actors in their communities.

2.Background
Handicap International Federation (HI) is working in Indonesia since December 2004 and based its national coordination office in Yogyakarta on August 2005. Activities are implemented in NTT/Timor Island since since January 2010. HI is currently implementing three projects in the island, one on Advocacy and Capacity-building for the Rights of People with Disabilities, and two on Disaster Risks Reduction (DRR).
DRR projects are:

  • A multi-country project, with the Philippines, funded by DIPECHO, for 15 months starting 1 June 2010. The project is entitled “Mainstreaming disability in Disaster Risk Management initiatives in Indonesia and Philippines”. In Indonesia, it aims at reducing the vulnerability of the people with disabilities to natural hazards by enhancing their participation into the disaster risk management activities. This will be achieved by increasing the capacities of key Disaster Risk Management stakeholders (local authorities, local NGO and International NGO) in mainstreaming disability in their activities in districts of Kupang and TTS. It is expected that by the end of this project, persons with disabilities in implementing areas will be effectively involved in the community based disaster risk management.
  • A provincial project , funded by the German Ministry of Foreign Affairs, for 15 months starting 1 October 2010. The project is entitled “Strengthening disability inclusive Disaster Risk Reduction in 12 schools of NTT province in Indonesia.”. It aims at strengthening capacities to respond adequately to disasters among non disabled children and children with disability (CwD’s) within 9 inclusive and 3 special schools located in districts of Kupang and Belu. Consequently, . It is expected that by the end of this project, a comprehensive and adapted disaster risk response, relying heavily on children and teachers participation, working in close coordination with the community, will be in place in the concerned schools and surrounding villages.

3.Rationale
Inclusive mock drills represent an important component of HI projects in DRR. In order to implement these activities successfully and demonstrate the feasibility of inclusion of People With Disabilities (adults and children) as active participants and beneficiaries in the context of villages and schools, a technical support is needed on the core skills needed to plan,,implement and evaluate these activities..

4.Objectives
The Rescue and Evacuation Support consultant will work for the two above mentioned projects to support the activities related specifically with disability inclusive evacuation drills.
S/he will directly manage the development of training curriculum and facilitate their implementation, as well as support coordination, preparation, implementation and evaluation of the drills by project team and partners.
S/he will work closely with HI project teams and consultants, the TAGANA of Kupang, TTS and Belu districts, as well as other partners.
The Rescue and Evacuation Thematic Officer will be supported by the Disability Coordinator in DRR in Philippines, East Indonesia Operational Coordinator and ad hoc technical resources at HI HQ.
S/he will be managed by the two DRR Project Managers for tasks related to their specific projects and specifically target the following objectives:

  • To provide necessary tools and documentation (training and practitioner handbook) relevant to the context of the projects (village and school)
  • To ensure the training of relevant internal (Project Officers and Facilitators) and external (TAGANA) stakeholders
  • To support the planning, implementation and evaluation of mock drills implemented in the two projects

5.Expected Results:

  • Training contents on organization of mock drills are made available
  • Training sessions for HI staff and groups of TAGANA members from 3 districts (around 55 DIPECHO + 10 persons overall) are planned and facilitated
  • Project staff and TAGANA groups are supported to implement mock drills in 12 schools and 2 villages
  • The implementation of the evacuation drills is evaluated jointly by consultant, HI staff
  • Restitution workshops are facilitated for the two projects

6.Consultant Services Consultant Tasks

  • With support from DRR trainer, Education consultant and Mapping/Accessibility Officer, develop the curriculum for the disability inclusive evacuation drills training for HI staff and the TAGANA of Kupang, TTS and Belu
  • Define the content / tools for the implementation of the inclusive evacuation drills
  • Support the development of the TOR, budget and work plan for the evacuation drills.
  • Support HI teams, to work with the TAGANA of Kupang, Belu and TTS in, preparing the villages and the schools for the implementation of the inclusive evacuation drills.
  • With the support of HI, to organize training for HI DRR teams and the TAGANA of Kupang, TTS and Belu on inclusive evacuation drills.
  • Support HI and TAGANA to organize evacuation mock drills in the selected villages.
  • Develop the TOR, budget and work plan for the restitution workshops with the Project Managers
  • Evaluate the implementation of the evacuation drills
  • Facilitate the restitution workshops
  • Provide and submit proper reports of the accomplished activities in timely manner.

Deliverable

  • A training curriculum on ‘Implementing disability inclusive evacuation drills”
  • A toolkit for mock drills implementers (TAGANA)
  • A final report on Lessons learn from the projects

7.Practical Information
Duration of the mission: 7 months (140 days)
Period: December 2010 - June 2011, full time
Duty station: Kupang with frequent trips to districts of implementation (Kupang, TTS and Belu).
Ticket/Transportation and Accommodation outside of Duty Station will be provided by HI.

9.Consultant qualifications:

  • Education: Degree in architecture, engineering, social sciences, development studies, disability studies or equivalent combination of education and experience in a related area.
  • 5 years of professional experience in the field of DRR and/or disaster response
  • Preferably minimum 2 years of experience in organizing mock drills
  • Language: Fluency in written and spoken English is preferred and in Bahasa Indonesia is essential
  • Skills: Experience of working with plural-disciplinary teams, knowledge on evacuation drills, knowledge on disability issues, experience in organizing training and large events,
