Information Management n Communications Specialist - CARE

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE Indonesia Head Quarter in Jakarta is currently recruiting the following position for its project:

JOB TITLE : INFORMATION MANAGEMENT AND COMMUNICATIONS SPECIALIST
DEPARTMENT/PROJECT : PROGRAM/CIIHQ
REPORTS TO : COUNTRY DIRECTOR

Context:
CARE is one of the world’s largest and most well-established international development and humanitarian assistance agencies, and has been working in partnership with the Government of Indonesia since 1967. CARE in Indonesia has carried out large-scale operations across the archipelago, encompassing emergency operations, and a range of development initiatives in such areas as water, sanitation and higiene, livelihood, natural resources management, environment and climate change, health and nutrition, and child’s rights and
youth at risk program.

Job Summary:
The Information Management and Communications Specialist will work to increase local, national and international understanding of CARE’s work and role in Indonesia, build excellent working relationships with local, national, and international media, provide information to the public about CARE’s work and the new Program Approach, facilitate and monitor the development of projects’ IEC materials. The Information
Management and Communications Specialist will support CARE’s commitment to transparency and accountability both in its emergency operations and development programs.

RESPONSIBILITIES AND TASKS

MEDIA RELATIONS
  • Develop and maintain excellent relationships with key Indonesian and international journalists, other communications officers throughout the CARE International system, and with representatives of other NGOs, government departments, etc.;
  • Respond to requests for information from journalists, members of CI, and donors, including arranging interviews and field visits;
  • Act as point of contact on all media matters and respond to, prioritize and co-ordinate media and CARE International requests.
  • Draft and/or coordinate, distribute and log press releases, project publications, and reports to CARE International (CI) press offices and directly to the national and internationally media.
  • Plan press conferences and media support to CARE events;
  • Write and place opinion pieces, articles and letters to the editor in the international/national media;
  • Liaise with international journalists, filmmakers and photographers on the ground and offer stories, facilities and provide support as appropriate.
  • Work with CII field staff to monitor print and electronic media for mentions of CARE and other topics of interest to the organization;
  • Oversee the production and distribution of external communication on CARE’s community programming to local/national media (print, radio, TV);
  • Provide media/communications training to CARE staff

COMMUNICATIONS AND PUBLIC RELATIONS (PUBLICATIONS/ADVERTISING)
  • Develop and implement communication strategies for the country office and projects
  • Develop and/or facilitate and monitor the development of various visibility and IEC Materials to support CARE’s programming and ensure compliance to the CARE International Brand Guidelines and Donor visibility and branding requirement 
  • Write, edit and approve communication materials;
  • Coordinate and supervise the production of communications tools (briefings, feature stories, op-editorials etc) with inputs from staff, partners, and consultants for internal purposes (website, newsletter) and external dissemination (donors, CI, media) 
  • Proactively liaise with field based program staff to organise and monitor media activities including preparing press kits;
  • Work closely with CI’s COMWG to ensure messages are aligned and CII is appropriately represented in all communications;
  • Contribute to CI’s corporate communication outlets.
  • Maintain photo libraries that include all documentation produced by CII HQ and project offices
  • Attend/participate in COMWG meetings/conference calls that pertain to Indonesia/Asia;

INFORMATION and KNOWLEDGE MANAGEMENT
  • Conduct on-going information assessments of the country office needs and the constraints to accessing that information, and identify solutions to information constraints and shortfalls. 
  • Develop communications tools as part of the solutions to information gap within CII
  • Work with CII staff, particularly SMT members, IT and administration, to improve communications within CII and provide regular updates and communications materials, including to facilitate and monitor the shifting from CII intranet to CCa Minerva.
  • Develop an internal photo database to ensure all CII photos are properly stored and accessible.
  • Coordinate the Knowledge management initiative of CII.
OTHERS:
  • Develop and implement communication strategies introducing the Program Approach to staff and external audiences 
  • Act as member of Core team of Program Approach Shift to CII and conduct activities as required
IN TIME OF EMERGENCY:
  • Deploy as a part of CII’s Emergency Team in response to disasters in Indonesia (when needed); collects human interest stories and photos, contract and supervise photographer or videographer and disseminate materials to CI 
  • Deploy as part of the CI Communications Working Group (COMWG) in response to a disaster in the region (when needed), 
  • Gather and disseminate information on the emergency situation and CARE’s response back to CARE International Member offices for use in emergency response, fundraising and communications activities.
  • Act as information manager for the Emergency Team, particularly assisting Media Relations and support the Emergency Coordinator on information needs.

QUALIFICATIONS:
  • Education: Minimum bachelor degree in journalism, public relations, communications or other related field;
  • Minimum five years’ experience in media (broadcast or print) in Indonesia, or related field such as media/public relations;
  • Excellent writing, editing and communications skills (Bahasa Indonesia) and fluency in English required;
  • Strong computer skills (Microsoft Office, photo editing software etc.);
  • Ability to undertake research under potentially difficult and sensitive conditions.
  • Understanding of sensitivity of information around CARE’s emergency response and ability to assess internal versus external information.

  • Work style: Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills. 
  • Knowledge and skills: knowledge of CARE policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
