END-LINE SURVEY CONSULTANT (ES-C)

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE in Tangerang Office is currently recruiting the following positions for its project:

Job Description

Position: MANUAL KADER TB CONSULTANT (MKTB)

Reports to:

Position Summary:

The consultant for End-line survey of MITRA Project will be responsible to conduct series of survey to measure USAID-funded MITRA Project implemented by CARE Indonesia for its impact in their project areas. The purpose of the evaluation is to gain qualitatively and quantitatively results of the project impact that has been running since 2005 and now it’s close to the end of the project life-time. The consultant will collect, analyze and writing the end-line survey report that will be submitted to CARE Indonesia as their final deliverables.

Key Responsibilities:

  • Conducting a desk review of project-related documents, including Logical Framework of the project, Project progress report and achievements up-to-date, secondary data over TB Control Program within project sites, and monitoring and evaluation information (Relevant materials will be provided by the MITRA Project Manager, and other related parties).
  • Defining the evaluation methodology to be used and, based on the timeframe available and in consultation with the Project Manager, developing an appropriate evaluation plan including tools and logistic support required by the survey team to conduct the survey.
  • Responsible to provide all relevant training for the survey team, such as enumerators, data entry, and field supervisors of survey team.
  • The consultant will be responsible for collecting and maintaining all data from the survey, both qualitatively and quantitatively.
  • The consultant will be responsible to conduct data analysis from the survey, and also writing the end-line survey report in consultation with Project Manager
  • The consultant also required to submit the final draft of the report in timely manner as requested.
Through the above actions, the consultant will:
  1. Measure the extent to which the project achieved its stated objectives and results
  2. Analyze factors which contributed to or hindered their achievement
  3. Identify lessons learned from implemented project and to be share to other parties
  4. Documenting all relevant tools and methodologies of the survey, including raw data of qualitative and quantitative from the survey sampling to be submitted as integral part of the survey
Through the above actions, the consultant will:
  1. Identify lessons learned from implemented project and to be share to other parties
  2. Analyze modules/materials training from other organizations that have TB Program to put in the manual.
Deliverables:
The outcome of the survey will be a concise of:
  1. End Line Survey Report
  2. Health Facility Survey Report

Requirement

Key Competencies:

  • Familiarity with health programming, especially in TB Control Program and/or communicable disease, community engagements and private sector involvement, also understanding the essence aspect of advocacy, communications and social mobilizations will be advantage
  • Evaluation and/or programming experience in Banten Province will be advantage
  • Ability to plan and work independently and efficiently and to understand and analyze information quickly
  • Ability to deal with and effectively resolve unexpected issues
  • Excellent analytical, communication, and interpersonal skills, especially in the field

Qualifications:

  • Bachelor degrees of a professional and/or team with extensive experience in conducting project survey (baseline, mid-term or end-line) in international development, rural development, community engagement, or relevant field, which is Master's degree would be advantage
  • Experiences in conducting USAID or other International Donors project survey will be advantages
  • Familiarity with evaluation methodologies and tools and experience planning and leading field-based project evaluations/ surveys
  • Prior experience working with and/or conducting evaluations for international NGOs or international institutions (Writing samples may be requested)
  • Fluency in Bahasa Indonesia and strong written and spoken English, Bahasa Sunda skills would be an advantage
  • The consultant must already be present in Indonesia and have authorization to work in Indonesia.

Duty Station: The evaluation will take place in Banten Province, which is consisting of 4 MITRA Project sites (Tangerang City, Tangerang District, Cilegon City and Pandeglang District).

Employment Periode:
  • The consultant will be expected to complete the task in 30 days, including 14 days of data collection and 26 days for survey preparation, data analysis and report writing, as detailed of planned activities could be seen in the TOR of activities.
Estimate Starting Date:
  • The duration of the activities will be conducted in period of June – July 2009.
