Background

I. Organizational Context
The UN Food and Agriculture Organization (FAO) together with the Ministry of Agriculture’s National Animal Health Diseases Control Centre, is consolidating a system of active highly pathogenic Avian Influenza (HPAI) disease surveillance and control at the community level, based on the participatory disease surveillance and response (PDSR) approach. Evidence suggests that many aspects of the way villagers live with, produce, trade and harvest poultry contributes to the ongoing transmission of HPAI in these village environments. Prevention of disease in commercial poultry requires the producer to actively enforce an effective/ comprehensive bio-security program and to maintain an intact and functional immune system in the chicken. Therefore developing and implementing a farmer-based education, information and communication program would be complementary, and would greatly increase the promotion of specific changes in practice of prevention of disease transmission in commercial farms.

Duties and Responsibilities

II. Functions / Key Results Expected
Summary of key functions:
  • With the IBCP team and local partners, develop curriculum and materials development skills of field training staff from government and industry and provide direct mentoring and technical assistance to improve training delivery.
  • Deliver direct training of trainer for local trainer network (consisting of Dinas Staff, NGO staff and local volunteers), and provide mentoring and technical assistance.
  • Conduct an initial assessment of IBCP training modules and observe and evaluate the conduct of commercial poultry farmer training activities by locally trained partners from industry and government. With the FAO Makassar team, develop a list of training curricula and modules needed for different sections of the commercial poultry sector in South and West Sulawesi.
  • As the major output of the program, with support from the IBCP team and local trainers, develop and edit existing training curricula according to the needs defined in the initial assessment. Existing modules need to be developed, standardised and improved on where necessary, with the aim to produce a complete set of training materials. Training materials should be developed based on best practice, adult learning principles, a competency-based approach, as well as utilizing innovative methodologies suitable for low-literate communities. Review and edit curricula and other training documents in preparation for publication and dissemination (including assessing materials for training flow, formatting, consistency, branding and clarity).
  • Develop a standard protocol for monitoring and evaluation of training.
  • Perform other duties as assigned by supervisor
III. Impact of Results
The key results have an impact on the success of FAO/ GOI Avian Influenza Control Programme implementation in Indonesia.

Required Skills and Experience

V. Recruitment Qualifications

Education:
  • A bachelor degree in education, Animal Health education or a related field. An advanced degree preferred.
Experience:
  • At least 3 years of experience designing, developing, and editing professional- level training materials for adults in commercial poultry production
  • Demonstrated experience in designing and implementing training programs in the area of disease prevention and control
  • Extensive experience in delivering training to a range of audiences (low literate adults, training of trainers, animal health professionals, etc).
  • Ability to travel extensively and spend 50% of time at IBCP project sites.
  • Demonstrated possession of excellent interpersonal and organizational skills; written and oral communication skills; a solid understanding of adult learning theory, interactive skill building, as well as methodologies used in low-literate and culturally diverse communities.
  • Experience with the evaluation of participatory training
Language Requirements:
  • Good knowledge of the English language and speak Bahasa fluently
