Position Title : Program Officer
Reports to : Resident Country Director, Resident Program Officer

The program officer (PO) is responsible for designing and implementing programs for IRI. She/he works with the RCD and RPO to develop long-term and annual plans for the country program, identifies potential partner organizations, develops training strategies and oversees project implementation.

The PO closely monitors political and governmental developments in Indonesia, and develops and maintains the relationship between IRI and country partners and potential grantees. She/he designs, develops and implements projects in collaboration with IRI in country senior staff and partner organizations. The PO executes programs, including conferences, consultations, training seminars and other program activities, and serves as trainer when needed.

The PO is responsible for providing input into program proposals and budgets, and to provide quarterly reports and program evaluations; the PO is responsible to ensure that reporting requirements are met and that programs remain within budget allocations, and that partners or grantees comply with any agreements or contracts.

Specific responsibilities might include:
  • Manage administrative aspects of programs, includingproposals, workplans, budgets and program activities
  • Oversee development, implementation and administration of IRI training program
  • Oversee activities of APO and PA; delegate work appropriately
  • Field monitoring of training activities, when necessary
  • Coordinate with relevant government institutions to ensure appropriate permissions and approvals for IRI programs
  • Regular coordination with political party and legislative leadership from all political parties at national and local levels
  • Coordinate IRI governmental and political programs at the provincial and local level as required
  • Regular communication and program coordination with relevant provincial and local constituent and civil society organizations as required
  • Provide regular updates and analysis of political and governmental environment to RPD and RPO
  • Conduct legal research concerning political and election law topics as required
  • Oversee development of relevant training materials and curricula
  • Write weekly reports on program activities
  • Write quarterly reports on program activities
  • Develop three-month budgets for assigned programs, to be submitted to RCD each month (per IRI accounting procedures)
  • Write up meeting and training reports as required
  • Represent IRI at meetings/workshops as required
  • Provide advice to RCD and RPO on programming decisions
  • Provide written and spoken translation as needed
  • Coordinate work of international trainers as needed
  • Coordinate with other IRI program officers
  • Other tasks as requested by RCD/RPO

Desired Qualifications:
  • Master Degree in political science, international relations or related field and 3-5 years' professional experience in democratic governance and politics
  • Excellent written and oral communications and presentation skills in English and Bahasa Indonesia.
  • Working knowledge of political community, and issues impacting women and youth political participation in Indonesia.
  • Proven ability to communicate skills and experience to others as a trainer, advisor or technical consultant.
  • Demonstrated experience developing and administering program budgets required; experience in managing and motivating staff is preferable.
  • Ability to prepare and present project proposals with varying audiences
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet Program goals.
  • Ability to travel to regularly travel outside to provinces outside of Jakarta
