Senior Disaster Response and Early Recovery Officer - IRC

International Federation is looking for candidates to be based in Jakarta, Indonesia for the post of : 

1. Senior Disaster Response and Early Recovery Officer

Key tasks and responsibilities:

Support the PMI with response to emergency operations in Indonesia, (assessments, interventions, early recovery and monitoring & evaluation), as well as providing advice on emergency management and telecommunications).Support the development of new and innovative approaches in Disaster Response and Early Recovery, maintaining an oversight of new humanitarian programming developments.
This will require engagement with other International Organizations, UN organizations and agencies, NGOs and relevant academic institutions. Assist in providing DM orientation/training to PMI local staff and volunteers, Federation and PNSs staff as and when required.Coordinate  with PMI in developing appropriate work plans and programmes in the line with the Federation DM programme and PMI strategic Plan. Ensure that the delivery of coordinated, appropriate and effective IFRC supported response and early recovery programming makes full use of the National Society network to achieve greatest impact. Work with PMI to maintain an up to date database on potential temporary staff and volunteers for deployment during emergencies. In the event of a disaster, support PMI assessment, planning, implementation and co-ordination of emergency operations as directed by the delegation.  Also assist PMI
to establish links within the context of the International Federation regional and global response mechanisms (FACT, RDRT, ERU) and determine the best use of such tools and resources, as required.Increase and improve the National Societies capacity to respond to emergency shelter needs. Ensuring that the linkages with disaster risk reduction and development programming (to build community safety and resilience) are integrated into response and early recovery activities, tools and standard operating procedures. Keep abreast of disaster events and security situations and ensure incident reporting to Head of Delegation, DM delegate and key PMI staff. Provide advice on good practice in emergency telecommunications, including trainings, and maintain a regional inventory of equipment.Visit
the project areas as and when necessary.Assist in the preparation of accurate and timely reports in accordance with Federation guidelines. 

2. Senior Disaster Preparedness Officer

Key tasks and responsibilities:

Identify priorities for disaster preparedness and mitigation through assessment of prevalence/frequency of disasters and related risks, vulnerabilities and capacities in order to keep the IFRC and PMI Senior Management informed. Facilitate the development of SOPs for PMI alert/warning, monitoring and means of coordination before, during and after emergency situationsEncourage and support preparedness initiatives such as emergency preparedness planning, contingency planning, links to early warning systems, and strengthening human resource and pre-positioning systems.Develop and maintain knowledge and learning management systems for emergency preparedness and contingency planning. This requires the review/selection of literature and development of user-friendly tools and guideline. Advise on the development of disaster preparedness and early warning policies and their dissemination ensuring operational compliance with policies, guidelines and standard operating procedures. Ensure the development of new and innovative approaches in disaster preparedness and early warning programming, maintaining an oversight of new humanitarian programming developments. This will require engaging with
other International Organizations, UN organizations and agencies, NGOs and relevant academic institutions. Assist in the preparation of the annual disaster management work plans. Assist in the preparation and production of accurate and timely reports in accordance with the Federation guidelines. Ensure that the linkages with disaster risk reduction and development programming (to build community safety and resilience) are integrated into response and early recovery activities, tools and standard operating procedures. Through the PMI national headquarters, ccoordinate with chapters and branches to promote and implement awareness campaigns in the targeted communities/areas. Through the PMI national headquarters, ccoordinate with branches in developing appropriate work plans and programmes in line with the Federation DM programme and PMI strategic Plan. Visit the project areas as and when necessary.Produce regular, accurate and timely narrative and financial reports for the Federation and for donors. Assist in the design and implementation of monitoring, evaluation and impact measurement systems for emergency programs.

Qualifications & Experiences
  • University Degree is proffered
  • Experience of working for the Red Cross/Red Crescent 
  • Experience of writing narrative and financial report
  • Experience of planning and managing budget
  • Experience of risk mapping, vulnerability and Capacity Assessment on a local level
  • Knowledge of disaster, disaster Management/risk reduction and disaster prevention and mitigation program
  • Understanding and skills in relation to facilitating institutional development and organizational change
  • Understanding of opportunities and constraints for sustainable development
  • Strong sense of responsibility and control
  • Advanced skills in computers (Windows, spreadsheets, word-processing, email and internet).
  • Excellent presentation skills in English and Bahasa Indonesia
  • Excellent spoken and written English and Bahasa Indonesia
  • Valid driving license is preferred
