Administrator for RN (Recovery Network) - UN

UN Office of the Humanitarian/Resident Coordination (UNRC) is urgently looking for a suitable candidate to join its Team for the Early Recovery Network in West Sumatera, with below description: 
 
I. Position Information 

Title: Administrator for RN (Recovery Network) 
Reports to: Deputy Coordinator Early Recovery Network
Duty Station: Padang, West Sumatra
Expected Places of Travel (if applicable): Jakarta
Duration of Assignment: One (2.5) month. January 3, 2011 to March 31, 2011

II. Background Information 
Earthquake and tsunami have recently occurred in Mentawai archipelago on October 25, 2010 and caused over than 400 people casualties and 1,500 displacements of local people. The emergency situation has been responded by various stakeholders from government and non-government agencies. United Nations have deployed their team to work with government of Indonesia and other parties to set up initial field coordination mechanism, initiate rapid assessment, provide and disseminate information to various stakeholders responding to the emergency, and other emergency measures to help stimulate coordinated aid distribution process in Mentawai, http://www.mentawairesponse.org.

The ERN consisting of an Early Recovery Network Deputy Coordinator supported by coordination and information management will ensure the timely dissolution of Working Groups and the efficient transfer of data, coordination tools, contacts, map atlases and IT equipment to the local government. It will also continue to support the coordination of NGOs and capacity building of BPBD in coordination and information management. 

III. Objectives of Assignment
The Administrator will implement day-to-day office operation for ERN in West Sumatra including managing and organizing everyday office work, finance management, file management, Asset management and report to the Early Recovery Network Deputy Coordinator. 

IV. Scope of work
Expected Results/Deliverable/Final Products Expected

The Administrator will support the ERN coordination both in province and selected district under the guidance and supervision of Early Recovery Network Deputy Coordinator. To undertake the assignment the administrator will:  
  • Support travel arrangement including logistics matters;
  • Managing and supervise budget expense as committed for the project;
  • To monitor/maintain/record all office supplies & inventory of equipment/assets related to the project;
  • Establish and maintain Filing system and all documents recorded; 
  • Assist and provide secretariat support to such meeting as required; 
  • Monitor all staff attendance record and other human resources related;
  • Support and liaise with other UN agencies in the area of responsibility to facilitate information exchange and promote collaboration and cooperation for the establishment of UN common premise; 
  • To assist in ensuring that the overall use of project assets and resources are conducted in accordance to Administrative & Financial rules and regulations as budget allocation for ER Network;
  • To ensure that all procurement of goods and services are in line with the provisions of the Operational Manual, are transparent, and well documented;
  • Supervise Fleet Management components (Driver and assigned Vehicles) that are making sure general conditions and procedures governing the use of vehicles are adhered to, the production of the weekly schedule for vehicle use and driver working hours;
  • Other tasks assigned by supervisor.
V. Requirements
  • Experience and knowledge on managing recovery coordination will be preferable. 
  • Experience in building network with local government, non-government organization, relevant stakeholders, and particularly UN – Agencies will be advantage.
  • Familiarity with the UN system, experience in working in and with international organizations would be an asset; Excellent inter-cultural and inter-personal skills. 
  • Good inter-personnel skill, share knowledge and experience, a good team player and self-Management.
  • Consistently approaches work with energy and a positive, constructive attitude, always in control even under pressure.
  • Computer literacy (word, excel, wave-mail, Internet).
  • Ability to work with minimum supervision, with efficiency, competence and integrity with people of different national background.
VI. Recruitment Qualifications
Education:
  • Diploma or Bachelor Degree in Communication, Public Relation, Public Administration, Social Science or other relevant field.
Experience:
  • 4 years (Diploma) or 2 years (Bachelor) of relevant experience with NGO or UN agency
  • Experience gained from working in the UN is an advantage
  • Experience in West Sumatra would be an advantage
  • Language
Requirements:
  • Fluent written and spoken English
  • Knowledge and understanding on local language and cultural value will be preferable.
