Monitoring & Evaluation - HKI

THE ORGANIZATION 
Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to save the sight and lives of the most vulnerable and disadvantaged. Headquartered in New York City, HKI offers programs in 21 countries in Africa and Asia as well as in the United States. The organization combats the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research. Each year, their programs directly benefit millions of people, and children are a primary concern. HKI programs address malnutrition, cataract, trachoma, onchocerciasis, refractive error and diabetic retinopathy.

SUMMARY OF PROGRAM:
Since 2009 Helen Keller International – Indonesia (HKI-I) with the support of Standard Chartered Bank (SCB) and in collaboration with the DKI Jakarta Provincial Departments of Education and Health has been implementing a Refractive Error (RE) Program, which focuses on school-based eye screening and eyeglasses distribution for the students and teachers in junior-high schools in DKI Jakarta Province. This program also develops the capacity of teachers to perform the visual acuity screening for their students and other teachers in regular basis. Through the RE program, HKI is working towards defining the most effective model to screen junior-high school students. The model includes teacher training in visual acuity screening, screening for all students and other teachers. For students and teachers that fail the visual acuity test, refraction is done and eyeglasses are provided to those who need them.

In order to determine the most effective strategy for training teachers/school-based screeners to be proficient in Refractive Error screening, HKI plans evaluate the quality of the teacher/screener training module, and compare between the two visual acuity screening training models for the teachers (i.e. train all teachers in school vs. training 3-5 teachers per school). The results of this research should provide information on how to train teachers more effectively and how to perform screenings with accuracy. The research also will provide recommendations for incorporating the results into the government’s health and education systems. The research will be focused on the, the impact of the training to the screening results. 

POSITION TITLE : Monitoring & Evaluation Specialist

LOCATION : Jakarta Office-Indonesia
DURATION : 6 months (December 2010 to May 2011)
TERMS : Full-Time, Consultant / Fixed term contract

GENERAL TASKS:
Under supervision of Eye Health Program Manager, the M&E Specialist is responsible for planning, management and implementation of the research of Refractive Error Screening Program. 

COLLABORATES WITH:


Internal: Country Director, Eye Health Program Manager, Eye Health Technical Advisor, RE Program Field Coordinator, Eye Health Program Assistant, RE Program team and M&E field team. 

External: Program stakeholders (institutions and individuals) in order of the purpose of the research. 

SUPERVISES: 
M&E Specialist will supervise the Field Coordinator in the implementation of  this research project.

MAJOR DUTIES AND RESPONSIBILITIES:
a) Responsible for designing the research plan including implementation guidelines, methods, monitoring tools, key indicators and messages, timelines, etc.
b) Responsible for identifying the gap of information that may impacted to the research.
c) Responsible for the analysis of data collected by the M&E Field team. She/He also responsible for the analysis of RE Program that related to needs of the research, included but not only limited to: 

  • Data of screening done by the trained teachers in the school. 
  • Data of refraction done by Refractionist (RO) Officers
d) Work with partners to ensure the collection of relevant and appropriate data that needed for M&E system will be utilized in the monitoring of strength, weakness, and gaps in existing program and services. It also will be required for reporting on international commitments.
e) Draft the research study report, including methods, findings and recommendations.
f) Provide support in maintaining contact with institutions and individuals involved to the research and prepare correspondence especially when such communication is needed.
g) Provide regular report as planned in the timeplan to the Program Manager.
h) Perform all the duties related to the research assigned to and report it to Program Manager. 
i) Progress all other work that may reasonably be requested by Helen Keller International from time to time in line with the objectives of the job description.

DESIRABLE QUALIFICATIONS: 
  • University degree in Public Health, Nutrition, Statistics, Social Science or related discipline. Masters degree is a plus.
  • At least 5 years experience in handling the Monitoring/Evaluations Programs
  • Experience working in I-NGO environment.
  • Demonstrated experience in qualitative and quantitative research methods data collection and research methods
  • Strong analytical skills
  • Fully computer literate with working knowledge of database and spreadsheets applications, including SPSS or other widely used statistical analysis package. Proficient in Microsoft Excel
  • Excellent oral and written English.
  • Communicative and interpersonal skills. 
  • Efficiency, flexibility, drive for results, respect for diversity, creative thinking, and punctual.
  • Understanding the socio-economic and cultural of the schools environments and impacts of eye health program.

Under supervision of M&E Specialist, M&E Field Coordinator is responsible for the implementation of Refractive Error Screening Program research mainly in day to day of the field activities. 

COLLABORATES WITH:

Internal: Eye Health Program Manager, M&E Specialist, RE Program Field Coordinator, Eye Health Program Assistant, RE Program team and M&E field team. 

External: Program stakeholders (institutions and individuals) in order of the purpose of the research. 

SUPERVISES: 
The M&E Field Coordinator will supervise the M&E field team. 

MAJOR DUTIES AND RESPONSIBILITIES:
a) Responsible for implementing the M&E activities as designed and directed by M&E Specialist. 
b) Provide operational support to the implementation of the program, including scheduling, logistics and budget needs for delivering the M&E activities in the field.
c) Coach and train the M&E Field team in order to implement the M&E activities in the field. 
d) Compile and verify the data collected by M&E Field team along with the data of RE Program following the program protocols.
e) Provide support in maintaining contact with institutions and individuals involved to the research and prepare correspondence especially when such communication is needed.
f) Provide regular report as planned in the timeplan to the M&E Specialist.
g) Perform all the duties related to the research assigned to and report it to the M&E Specialist. 
h) Progress all other work that may reasonably be requested by Helen Keller International from time to time in line with the objectives of the job description.
