Community Engagement Specialist - CARE

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE Indonesia in Palangkaraya is currently recruiting the following position for its project:

JOB TITLE : COMMUNITY ENGAGEMENT SPECIALIST (CES)
DEPARTMENT/PROJECT : PROGRAM/KFCP
REPORTS TO : KFCP COORDINATOR

RESPONSIBILITIES AND TASKS:
The Community Engagement Specialist will head the CARE KFCP (Kalimantan Forest and Climate Partnership) team and KFCP Community Engagement Process. He/She should have strong experience in community, development, livelihoods development, and government laison/advising as well as strong management and facilitation skills. They will lead all village-level development planning and livelihood interventions and play an important liaison and capacity building role with district-level agencies.

The Community Engagement Specialist will report directly to the KFCP Coordinator in Palangkan Raya on KFCP project implementation. He/She will work closely with the other Specialist (livelihoods, finance and governance, fires, hydrology, reforestation, and communications) in the KFCP office on the design, implementation, and advocacy of the KFCP Project. He/she will be responsible for supervising and mentoring of Project Officers and Field Officers.

The Community Engagement Specialist will work with the KFCP Coordinator and CARE Program Manager to ensure continued staffing, quality, and staff development of the Community Engagement Team.

The Community Engagement Specialist will spend the majority of their time in Kuala Kapuas (the seat of district government). He/She will return to Palangka Raya once a month for meetings and coordination with other CARE and KFCP staff.

Specific duties will include:

1. Village Engagement
   
   • Oversee the design the community engagement process, in particular, design the steps of community engagement strategies and develop the workshop/training designs for Community Engagement Team and other Technical Specialist for their work in the communities.
   • Lead the development or review of village planning (Rencana Pembangunan Jangka Menengah Desa/RPJMDesa dan Rencana Kegiatan Pembangunan Desa/RKPDes) .
   • Design and ensure the delivery of the implementation of alternative livelihoods interventions which contribute to reduce GHG emission, monitor and evaluate the implementation accordingly.
     
     
2. Coordinating Specialist: Working with KFCP Specialists
   
   • Design process and ensure the delivery of implementation of fire prevention awareness, capacity development, and behavior modification incentives.
   • Design process and ensure the delivery of activities with communities for canal blocking, peatland forest restoration and protection, and reforestation of degraded areas, based on research and restoration strategy.
   • Assist in the coordination CARE’s techncial inputs into KFCP eg. livelihood, poverty and gender.
     
     
3. Government Relations
   
   • Advocate and consult (develop and implement capacity building interventions as requested) with District Government, particularly BAPPEDA, for the adoption/support of community lead planning process and REDD activities.
   • Oversight and coordination of KFCP initiatives and advocacy with village and sub-district governments, and NGO’s operating within project location, in order to establishes credibility and builds trust.
   • Ensure the strong linkage between government and communities in all KFCP activities.
     
     
4. M&E and Administration
   
   • Prepare and Submit administrative and project-based reports to KFCP Coordinator on a regular basis.
   • Collaborate in the development and implementation of staff and stakeholder capacity building.
   • Perform additional assignments that will contribute to the basic function as required.

a. Project Officers (PO): 3.
b. Field Officers (FO): 10.

QUALIFICATIONS:

Work experience:

• Minimum Bachelor or Master Degree in the area related.
• Extensive experience managing complex projects and work with government agencies and building partnerships with NGOs or other civil society organizations would be an advantage.
• Experience in the development, implementation, and evaluation of a community-based project.
• Proven ability to negotiate the project’s or program’s interests to other partners.
• Proven ability to manage team work to achieve certain targets by delegating the works effectively and creating an environment in which the individuals are highly motivated.
• Proven ability to develop and maintain effective and frequent communication which is critical for keeping the project moving, identifying potential problems, soliciting suggestions to improve project performance.
  

Computer and language skills:

• Fully computer literate.
• English spoken and writen is desireable.
  

WORKING CONDITIONS:
Area coverage 90% : Travel outside area coverage 10 %
