Burung Indonesia (BirdLife Indonesia Association) is preparing a biodiversity project to strengthen production forest management in Indonesia through the development of non-timber income sources. A targeted assessment to develop a biodiversity- friendly forest management will be carried out to cover financing, marketing, legal, carbon trade, institutional, social and environmental context of management for environmental services and forest products.

  1. Team Leader/Lead Writer (International)
    Purpose: To lead project design, studies, and consultations to ensure the deliver of project documents.

    The main tasks will include: identifications of lessons learned/good practice in sustainable forest management; industry needs analysis; site and partner selection process; coordination of special studies; stakeholder consultations; project design and costing.

    Qualification: Masters or PhD in natural resource/forest/ environment management or other related fields with good knowledge of sustainable forest management and good capacity in social, regional development or governance issues.

  2. Forest environmental services specialist (International)
    Purpose: To provide analysis on the opportunities for environmental services development.

    The main tasks will include: compile lessons learned and analyze success factors; identify opportunities for environmental services development; input to project design.

    Qualification: Masters or PhD in Forest resource economics with good record of experience on environmental services research or project.

  3. Forest carbon assessment and trade specialist (International)
    Purpose: To identify and lead the development of procedures required to have MRV-able forest carbon credit employing high tier standards that includes plan for community consultation and benefit sharing among stakeholders

    The main tasks will include: forest carbon policy and business review; inform site selection and project design; contribute to business model design.

    Qualification: Masters or PhD in related field with experience in forest carbon assessment and good knowledge on forest carbon trading.

  4. Forest Carbon financing expert (International)
    Purpose: To identify options to finance forestry sector mitigation through currently available mechanisms.

    The main task will include: identify financing options for forestry sector mitigation; inform the development of business models.

    Qualification: Masters in finance or other with proven experience on forest carbon financing, preferably both fund and market based mechanisms.

  5. Benefit Cost Analyst (International)
    Purpose: To provide analysis on the cost and benefits of the project.

    The main tasks will include: identify and assess potential benefits of the project, the valuation of the benefits of the project, and the development cost analysis for the project.

    Qualification: Masters or PhD in law with good record of experience on partnership, financial and investment legal or policies in management of production forest.

  6. Social assessment specialist (National)
    Purpose: To ensure that the project will be socially acceptable by key stakeholders.

    The main tasks will include: Map and assess social issues around selected sites including access of vulnerable groups/indigenous peoples to nature resources; identify threats and opportunities for project implementation; contribute to project stakeholder engagement strategy.

    Qualification: Masters in social or anthropology science with good records of experience in developing social safeguards, community or stakeholders assessment and familiar with participatory facilitation process.

  7. Forest products business development specialist (National)
    Purpose: To ensure that the project will be able to assist/facilitate the development of multiple forest products in project sites.

    The main tasks will include: Compile lessons learned and analyze success factors; identify opportunities for forest products development; input to project design.

    Qualification: Bachelors or Masters in forest resource economics with relevant of experience on non-timber forest product development.

  8. Forest business model and financing expert (National)
    Purpose: To ensure that the project will be able to facilitate the development of alternative business model based on multiple forest products and services.

    The main tasks will include: Analysis of alternative business models in production forest; contribute to lessons learned study and project design.

    Qualification: Masters or PhD in finance/economics with relevant of experience on forest resource economics, forest business models design as well as cost and benefit research for sustainable management forest.


  9. Indonesian law and policy expert (National)
    Purpose: To ensure that project design is informed with financial, business and other laws and policies related to production forest management.

    The main tasks will include: Inform project strategy design with analysis of financial, business and other laws and policies relevant to production forest management.

    Qualification: Bachelors or Masters in law with good record of experience on forestry, financial and investment legal or policies works.

  10. Free Prior Informed Consent Facilitator (National)
    Purpose: To inform the various parties of the project purpose and encourage them to participate in the design and implementation of the project.
    The main tasks will include: Facilitate free prior informed consent (FPIC) consultation process at each site (includes community).

    Qualification: Bachelors or Masters in social or anthropology science with good record of experience on community or stakeholders participatory facilitation process.

Key Tasks:

Finance & HRD Manager - CRC

The Canadian Red Cross (CRC) is working with the Indonesian Red Cross (PMI) to implement the Integrated Program 'Building Safer and Resilient Communities in Indonesia' - A Community Based DRR/ ICBRR Initiative with key components Organizational Development/ Capacity Building and Resource Development) supported by CRC for PMI PUSAT/ National Head Quarters and Provinces - Lampung, Jambi, & West Sumatra. Currently the Canadian Red Cross is recruiting for 2 national staff positions: Finance Manager and HR/Admin Manager.


FINANCE MANAGER
Based in Jakarta (with travel to field locations as required)
Estimated start date: March 1, 2010

Under the supervision of the Program Coordinator, the Finance Manager will be responsible for the daily operations of the finance function and providing financial expertise in support of the overall strategy of the delegation. The Finance Manager's responsibilities include general controllership, financial reporting, treasury, and management functions of Canadian Red Cross (CRC) operations in Indonesia. The Finance Manager will also provide support and technical expertise to PMI (Indonesian Red Cross) in support of the goal of building safer and resilient communities.

Main Responsibilities:
  1. General Accounting and Management
    Responsible for ensuring general accounting and data management functions are performed in accordance with CRC policies and procedures.
    • Collaborate with International Operations (IO) finance and Management in Indonesia to establish required financial systems and reporting in support of the effective management of new programs in Indonesia.
    • Maintain the integrity of the delegation's general ledger by ensuring proper account coding and cost allocations as well as monthly account reconciliations.
    • Supervise the posting of day to day transactions, ensuring proper internal controls are enforced and appropriate systems in place to maintain all required supporting documentation.
    • Ensure adequate back up and retention systems are in place and followed for all finance master files.
    • Provide input and support for the annual operating plan.

  2. Financial Reporting
    • Prepare accurate, reliable, and timely monthly and/or quarterly financial reports for review by Management in Indonesia and IO.
    • Develop a system for tracking financial information and providing regular updates for manager (including variances) in support of effective and informed decision making.
    • Prepare the delegation's monthly cash flow forecast, ensuring adequate, but not excessive, funds are available at all times to provide for continuity of operations and services.

  3. Treasury Control
    • Supervise the processing of bank and cash transactions; ensure compliance with CRC policies for appropriate approvals and internal control procedures for all cash disbursements, receipts, transfers and security over all control documents.
    • Ensure proper security controls are in place for the management of petty cash.
    • Reconcile CRC IOH transfer payments and all in country bank accounts.
    • Ensure cash advance procedures are properly followed and outstanding balances are monitored and reconciled.
    • Monitor cash usage and requirements; advise of possible unusual activity or requirements.
    • Maintain and develop relationships with local financial institutions; advising of any potential risk management issues related to the treasury function.

  4. Budgets
    • Assist with the development of the yearly operational budget.
    • Provide support to staff in the preparation of budgets and forecasts to support new proposals or project and program realignments.

  5. Internal Control & Audit
    • Ensure full compliance with all CRC policies and procedures;
    • Ensure adequate internal controls are in place within all finance and accounting functions.
    • Facilitate and participate in both internal reviews and external audits (eg. CIDA), as required.

  6. Support capacity building
    • Under the direction of Program Coordinator, provide support to PMI chapters, branches and Pusat with regards to finance including training and mentoring to PMI staff as requested to help further strengthen their systems and procedures.
    • Train, support and provide advice to delegates and national staff in financial and administrative matters.

  7. Other Duties:
    • Work towards the achievement of National Red Cross / Red Crescent Society goals in the country / region of operation through effective managerial and lateral relations and teamwork.
    • Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
    • Perform other work related duties and responsibilities as may be assigned by the supervisor.
    • Respecting and observing the staff regulations of CRC in Indonesia.
    • Respecting and observing the Code of Conduct of CRC in Indonesia.
Position Qualification:
  • Master Degree in business, commerce, accounting or a related field and 4-6 years related work experience;
  • Strong background in accounting and experience with staff management and capacity building (eg: staff training) ;
  • Experience in setting up new financial systems and reporting procedures considered an asset;
  • International level communication skills in English and excellent Bahasa Indonesia and English;
  • Ideally should have good attention to detail, analytical skill and be responsible and accountable;
  • A good team player and ability to be an effective problem solver,
  • Experience working with an international NGO or the Red Cross Movement is considered an asset.

HR/ADMIN MANAGER
Based in Jakarta (with travel to field locations as required)

Under the supervision of the Program Coordinator, the HR & Admin Manager is responsible for managing all the HR and Administrative activities. S/he ensures that all the right processes, systems and policies established in the IFRC Regulations are in place, maintained, monitored, and are according to applicable laws and regulations.

The HR & Admin Manager also has a strategic role in researching and providing thorough analysis on key HR matters in close coordination with the Program Coordinator as well supporting capacity building activities related to building safer and resilient communities.

S/he succeeds in meeting his/her objectives through good management of an assistant and effective collaboration with others in the team.

Main Responsibilities
  1. Ensure adequate and timely dissemination of human resources guidance, protocols, procedures and processes to affected offices to ensure understanding and compliance. Also ensure that implementation of the corresponding administrative procedures are put in place.
  2. Provide HR advice, assistance and training to staff on the interpretation of the Federation's HR policies, procedures, rules and regulations, remuneration, salary and terms and conditions, performance evaluation, disciplinary procedures, Code of Conduct as they apply to national staff.
  3. Liaise with IFRC on matters related to labour law, industrial relations and government regulations.
  4. Under the direction of the Program Coordinator provide support to PMI chapters, branches and Pusat with regards to HR & Admin including training and mentoring to PMI staff as requested to further strengthen their systems and procedures.
  5. Counsel, advise and guide staff in issues related to their working environment and related to HR. Identify opportunities to further staff development including mentoring and training opportunities.
  6. Ensure an effective records management system for HR and Admin is established and maintained.
  7. Play a key role in researching and providing thorough analysis on key HR matters in close coordination with the Program Coordinator.
  8. Oversee the good maintenance of the staff/staffing database: baseline information, tracking and monitoring elements (i.e. end of contract), contact details, and other details as will support effective human resource management.
  9. Oversee and support the organization of briefing/debriefing schedules and End of mission procedures for national staff, delegates and visitors.
  10. Ensure an Inventory and Asset list is maintained (and vehicles if applicable). Support the procurement of any additional items needed as requested as per appropriate procedures.
  11. Ensure any shipping and courier needs of the delegation are met in a timely and cost effective manner.
  12. Work with IFRC and PMI to coordinate office space in Jakarta.
  13. Manage all hiring process: Receive and process requests from managers for all national staff recruitment. Ensure usage and approval of relevant authorization forms.
  14. Compile and verify payroll data.
  15. Supervise and mentor assistant.
  16. Backstops other members of the team in absences or when workload dictates.
  17. Ensure effective administrative support delegates (eg: request for MSA payment, Police ID and work visas). Liaise with IFRC regarding documents supporting the Integration Agreement.
  18. Oversee all Administrative functions including support for accommodation for delegates (eg: monitoring leases, maintenance support when needed, etc).
  19. Support the assistant with regards to all travel and accommodation for all CRC staff, visitors as well as PMI staff when requested.
Other Duties:
