BRI Coordinator - Cowater

We are currently seeking to recruit a BASICS Responsive Initiative (BRI) Coordinator to help implement the CIDA-funded project, Better Approaches to Service Provision through Increased Capacities in Sulawesi (BASICS).  The project  purpose is to link planning and budgeting processes in a participatory, pro-poor, gender equal and environmentally sustainable manner leading to improved MDGs/MSS-based social services provision in selected districts/cities in Sulawesi. 

The BASICS Responsive Initiative (BRI) aims to provide district/city governments with support to strengthen planning and budgeting practices in order to provide more responsive and accountable social services.

Responsibilities of the BRI Coordinator :

Reports to: Government Services & Capacity Development Advisor (GS&CDA)


Job Description:
Key responsibilities the BRI Coordinator will include the following:

  •  responsibility for  overall coordination and implementation of the BRI within the established time frame;
  • take the lead in establishing, communicating  and enforcing schedules and programs of activities for the effective implementation of the BRI;
  • work with the BASICS Finance Manager and BRI Accountant to ensure adherence to all project and BRI operating procedures with particular emphasis on effective procurement and timely financial reporting by the BASICS team and its partners; 
  • providing technical and administrative guidance to the BASICS team (principally the Provincial Coordinators, District Facilitators, BRI Accountant, BRI Administration & Finance Assistants) to maximize the effectiveness of BRI activities in line with the approved BRI Service Improvement Strategies and the BASICS Performance Measurement Framework;
  • develop management and coordination tools such as guidelines, forms or reporting templates to support the effective implementation of, and reporting on the BRI;
  • develop and coordinate monitoring and evaluation procedures in cooperation with the project team and provincial partners; coordinate overall monitoring and evaluation process;  take the lead to ensure measures are generated to strengthen the effectiveness of the BRI implementation based on progress and lessons learned from year to year; 
  • work in cooperation with the team of BASICS Technical Advisors, mainly the Government Services and Capacity Development Advisor, the District Planning and Financial Management Advisor and the Local Government Capacity Develop Specialist to ensure the BRI supports and extends achievement of results related to planning, budgeting and delivery of gender-responsive MDG- and MSS-based health and education services and related efforts to improve data management;
  • provide technical and administrative guidance to the Provincial Coordinators to facilitate work with the respective provincial governments and BRI Sub-committees involved in BRI implementation and coordination; 
  • support the process of deriving lessons from the BRI experience from a policy perspective as relevant to provincial and national stakeholders.

Desired Key Qualifications
  • Masters degree in a related field.  Minimum 10 years relevant working experience; 
  • Strong Program / project management and coordination skills and experience including the ability to prioritize and program activities, write work plans and guidelines, manage project finances, identify and communicate key implementation issues as activities unfold, work effectively with team members, etc.; 
  • Experience and understanding of local government operations (province, city, district) especially as related to planning and budgeting as well as management and delivery of public services; 
  • Experience of Province – District/city inter-governmental relations issues (oversight of province over district/cities, provincial coordination of MSS in the whole province, etc.);
  • Strong written and oral communication skills.  Knowledge of English will be advantageously considered;
  • Particular experience of health and education services will be advantageously considered; 
  • Understanding of key BASICS/CIDA project management concepts such as RBM, integration of cross-cutting themes in programming, gender equality, anti-corruption, etc.

Title
: SERASI M&E Officer
Department : Monitoring & Evaluation

General Description of Role:
The monitoring & evaluation officer will be responsible for developing and maintaining monitoring and evaluation system and reporting, including collections of data for measuring program impact according to indicators. Assist in developing the M&E plan, tool development and implementation, monitor achievement of programme indicators & of sub recipient performance. This position will report to the M&E Manager, for technical aspect of monitoring and evaluation and in conjunction to the Field Manager for administration and personnel aspects of assignment.

Responsibilities:

  1. Assist in the development of a monitoring & evaluation system for the project and indicators for input and output monitoring within the purview of the project objectives for timely reporting.
  2. Ensure proper action on qualitative and process-oriented gender-sensitive indicators of inputs, outputs, and outcome for project monitoring and evaluation.
  3. Guide and coordinate the review of the project log frame including the provision of technical advice for the revision of performance indicators.
  4. Develop and support information system assessments on agreed: (1) indicators and targets for monitoring; (2) objective criteria ( and data sources) for the evaluation; and (3) means for obtaining the needed information in respective provinces.
  5. Support the planning, coordination and monitoring of impact assessment studies.
  6. Compile data sources, employing collection and analysis of monitoring data.
  7. Document and disseminate best practice and lessons learnt.
  8. Undertake filed visits to monitor the implementation of activities as required.
  9. Perform any other duties as required by M&E Manager and Field Manager Palu
  10. Train field staff and grantee on the logical framework, data management, data analysis and result-oriented programming, basic surveying and sampling techniques, monitoring and evaluation methods.
  11. Assist with the implementation of baseline survey, monitoring and evaluation exercises for programs and impact assessment.

Required Qualifications:
Minimum bachelor degree in relevant field (relevant experience may substitute the relevant degree). Minimum 5 years working experiences in a similar position in an NGO or an international organization and in community
development, work with community based management.

Additional Skills:

  • Having knowledge of English, both written and spoken, and to be effective communicator, dynamic and creative
  • Able to communicate fluently and effectively both verbally and in writing.
  • Excellent interpersonal skills and able to manage community and working in a multi-cultural workplace.
  • Able to write program plans, budget and proposals for all future projects of the program
  • Must be capable of working both individually and as part of a team.

General Requirements:
Must have a willingness to travel to SERASI field offices for business purposes. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform

: SERASI Logistics & Procurement Officer

General Description of Role:

The logistics & Procurement Officer is responsible to develop and implement purchasing strategy, to co-ordinate purchasing practices all procurement activities for SERASI field office, both grant and non grant. And, ensures there is an adequate and appropriate process to meet procurement procedure and guidelines. Areas of responsibility include inventory, reporting, and procurement data collection.

Responsibilities:

  1. Ensure the logistics and procurement filling systems for SERASI are maintained.
  2. Ensure regular servicing of office equipment to keep them operational and to ensure longer life of the equipment.
  3. Keep track of office supplies and make sure that sufficient essential supplies are available in stock at all time.
  4. Provides support for issues related to leasing, insurance and maintenance of the office.
  5. Handles all shipping of project related equipment and supplies including personal effects. Obtains government clearances related to duty free importation of all such shipments.
  6. Coordinate and provide logistics support to the programs.
  7. Acting as Assets Focal Point for received goods/materials and supplies.
  8. Ensure that all assets are received in good conditions, certify that supplies are appropriate and in accordance to the specifications required, as indicated in Purchase Order.
  9. Updated and record all assets in timely manner.
  10. Maintain and update the warehouse records and carry out periodic checks of stores/warehouse to ensure that stock records are properly maintained.
  11. Ensure timely and quality procurement and logistics services provision according to the project's duration and action plan, while controlling project's assets and budget balance in order to achieve project's goal and objectives.
  12. Undertake all substantive procurement functions for all grant and non-grant activities, including tendering, evaluation, placement and monitoring of corporate contracts;
  13. Ensure fairness, transparent bidding process and effective competition, as well as best process and best value for money in all procurement and logistics activities.
  14. Ensure proposal and institutional compliance in the procurement process;
  15. Ensure there is internal consistency in the proposals with program and procurement elements;
  16. Work closely with the Grants/Program Development section to ensure that potential procurement actions in the proposal are feasible;
  17. Other operations, management and administrative tasks consistent with the overall scope of this position and any other duties as directed by Eastern Indonesia Field Manager.

Required Qualifications:

FAO TRAINING SPECIALIST (FAO-HPAI/TS/17/02-52) (NATIONAL)

Background

I. Organizational Context
The UN Food and Agriculture Organization (FAO) together with the Ministry of Agriculture’s National Animal Health Diseases Control Centre, is consolidating a system of active highly pathogenic Avian Influenza (HPAI) disease surveillance and control at the community level, based on the participatory disease surveillance and response (PDSR) approach. Evidence suggests that many aspects of the way villagers live with, produce, trade and harvest poultry contributes to the ongoing transmission of HPAI in these village environments. Prevention of disease in commercial poultry requires the producer to actively enforce an effective/ comprehensive bio-security program and to maintain an intact and functional immune system in the chicken. Therefore developing and implementing a farmer-based education, information and communication program would be complementary, and would greatly increase the promotion of specific changes in practice of prevention of disease transmission in commercial farms.

Duties and Responsibilities

II. Functions / Key Results Expected
Summary of key functions:
  • With the IBCP team and local partners, develop curriculum and materials development skills of field training staff from government and industry and provide direct mentoring and technical assistance to improve training delivery.
  • Deliver direct training of trainer for local trainer network (consisting of Dinas Staff, NGO staff and local volunteers), and provide mentoring and technical assistance.
  • Conduct an initial assessment of IBCP training modules and observe and evaluate the conduct of commercial poultry farmer training activities by locally trained partners from industry and government. With the FAO Makassar team, develop a list of training curricula and modules needed for different sections of the commercial poultry sector in South and West Sulawesi.
  • As the major output of the program, with support from the IBCP team and local trainers, develop and edit existing training curricula according to the needs defined in the initial assessment. Existing modules need to be developed, standardised and improved on where necessary, with the aim to produce a complete set of training materials. Training materials should be developed based on best practice, adult learning principles, a competency-based approach, as well as utilizing innovative methodologies suitable for low-literate communities. Review and edit curricula and other training documents in preparation for publication and dissemination (including assessing materials for training flow, formatting, consistency, branding and clarity).
  • Develop a standard protocol for monitoring and evaluation of training.
  • Perform other duties as assigned by supervisor
III. Impact of Results
The key results have an impact on the success of FAO/ GOI Avian Influenza Control Programme implementation in Indonesia.

Education:

  • Demonstrated experience in designing and implementing training programs in the area of disease prevention and control
  • Extensive experience in delivering training to a range of audiences (low literate adults, training of trainers, animal health professionals, etc).
  • Ability to travel extensively and spend 50% of time at IBCP project sites.
  • Demonstrated possession of excellent interpersonal and organizational skills; written and oral communication skills; a solid understanding of adult learning theory, interactive skill building, as well as methodologies used in low-literate and culturally diverse communities.
  • Experience with the evaluation of participatory training
Language Requirements:
  • Good knowledge of the English language and speak Bahasa fluently

Short-Term Consultant - CARE

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE Indonesia in Sulawesi and Papua is currently recruiting the following short-term consultant for its project:

CONSULTANCY TITLE : SULAWESIAND PAPUA PROJECT REPORT WRITER

RESPONSIBILITIES AND TASKS:
Prepare a report for SWASH and KOTA project – Quarterly, semi - annual and annual report:
  • Review project documents and latest reports
  • Prepare draft report based on data and information from the Monitoring & Evaluation (Using standard format by the donor)
  • Communicate with respective person in the project for more information and data
  • Send the draft to RPM for review and input
  • Finalize and send back to RPM, ready to be sent to Director of operation.

QUALIFICATIONS:
  • The best candidate for report writer would be someone with an experience in report writing especially reports on water and sanitation and health project.
  • In addition to a CV, candidates will be asked to submit written works demonstrating their capability in writing water and sanitation report.

Gender Equality Advisor, Democratic Govenance Advisor - Indonesia

Cowater is preparing a tender for a Canadian International Development Agency funded project in Indonesia.

We are currently recruiting a Democratic Governance Advisor for short term inputs on the
project. This position will involve up to 130 days per year.

Candidates should demonstrate:
  • experience in governance initiatives related to democratic processes and practices at the community level within developing countries;
  • a comprehensive understanding of governance issues, and more specifically in an Islamic context;
  • capacity building experience, including types of initiatives/ approaches used; and
  • experience integrating gender equality issues as part of democratic governance practices and processes.
Qualifications:
1. minimally a bachelor's degree and ideally a Master's or PhD and professional development (include research and publications) related to international development in areas such as democratic governance, Islamic studies, human rights and community development.

Experiencein mediation and/or conflict prevention and resolution in plural ethnic/religious contexts; performance monitoring and assessment; and developing countries, South East Asia and/or Indonesia Sulawesi, and particularly residence in Sulawesi, will be an asset.
