Technical Advisor - Developing Integrated Climate Action Plans - GTZ

The TC Module: Policy Advise for Environment and Climate Protection (PAKLIM) is seeking 2 qualified Indonesian candidates for the position of Technical Advisor for developing integrated climate action plans in Indonesian cities.

Responsibilities:
The Senior Advisor is responsible for the
  • Support of the project’s/program’s initiative to provide professional advice and input to, and to cooperate with the key and external stakeholders within cities
  • Innovation and knowledge management as well as transmission of innovation toa wide range of persons at local, provincial and national level.
Requirements
  • University Masters Degree in urban planning,/ environmental engineering orpublic policy management
  • Minimalof5 years of professional working experience in an equivalent position
  • Work experiences within governments, donor agencies or NGOs related to urbanplanning/ climate change, environmental issues.
  • Fluent in the English (in writing and speaking)
  • Knowledge on energy efficiency and renewable energy issues
  • Facilitation skills

Location: Central Java (Semarang)and at later stageEastJava (Surabaya or Malang)
Time period: January 2010 until December 2010; with possibility to be extended

Project Officer and Project Assistant - Save The Children

  1. Project Officer (code: PO EXCEED) base in Surabaya, Bandung, Sambas, Sanggau, Pontianak

    The incumbent will act as the implementation controller of the project activities on a day-to-day basis under the supervision of the Deputy Program Manager who will manage and coordinate the project, including:
    • implementation of the work plan,
    • communication and coordination with various parties and provision of supports to project partners and stakeholders.

    Requirements:
    • Minimum Bachelor's degree in social science or related field
    • Minimum 4 (four) years experience in NGO
    • Good knowledge and ability to work with stakeholders.
    • Good facilitation and training skills.
    • Understand ENACT model.
    • Excellent report writing skills.

  2. Project Assistant (code: PA EXCEED) base in Lampung, Semarang/Jogjakarta
    The incumbent will assist the Deputy Program Manager in implementing the project activities in the field.

    Requirements:
    • Minimum Bachelor's degree in social science or related field
    • Minimum 3 (three) years experience in NGO
    • Good knowledge and ability to work with stakeholders.
    • Good facilitation and training skills.
    • Understand ENACT model.
    • Good report writing skills.

General Requirements:
  • Ability to work with limited supervision.
  • Computer skills, specifically with Microsoft Office and SPSS are an advantage.
  • Commitment to Save the Children's mission and values.
  • Fluency in English.
  • Excellent interpersonal skills and pleasant personality.

City Project Officer
Asian Cities Climate Change Resilience Network (ACCCRN) Project
The City Project Officer will work closely with city network coordinator to organize and facilitate Indonesian city networks activities to develop, plan, budget, and identify potential funding for participatory, city level, climate change resilience strategies. This position will be required to work with a wide range of networking with city stakeholders spanning civil society, private sector, local government, etc.

Qualifications:
  • 3 years of experience in Indonesia climate change initiatives and/or urban development;
  • Experience working as part of a multi-disciplinary team;
  • Experience in networking and project implementation, and documentation related to Indonesian climate change issues, and Indonesian government climate change initiatives and actors;
  • BA/S or higher in environmental sciences, or similar field;
  • Fluency in English verbal and written communication is essential;
  • Ability to multi-task, follow procedures, meet deadlines and works independently and cooperatively with team members essential;
  • Strong familiarity with Microsoft Word and Excel are mandatory;
  • Willing to travel regularly to Jakarta;
  • Willing to work when required during evenings and weekends for travel to and/or meetings with city networks.

Program Assistant DBE 3 - IRD

Overview
Decentralized Basic Education: Youth Life Skills [DBE3] is a five years program that seeks to improve the basic education received by students in junior high school so that it directly relates to the skills needed upon entering the workforce; and assist youth who have dropped out of school before receiving their junior high school certificate to build the skills needed to better participate in the community and workforce. It is one component part of the wider USAID funded Improving the Quality of Basic Decentralized Education Program [IQDBE]

General
Assist Education Officer and District Officers to support and monitor the implementation of the Decentralized Basic Education Objective 3 (DBE3) project in Central Java. Support good communication between partners and DBE3 provincial management; ensure district partner implementation of the work-plan.

Project Development and Implementation
  1. As required, support project data collection and analysis
  2. Participate in project design, development, and work-planning activities as needed.
  3. As required, make field visits to monitor the progress and quality of district-level activities.
  4. Support Education Officer and District Officer to provide logistical support for training, workshops, meetings, and field visits.
  5. Support Education Officer and District Officers in organizing such trainings, workshops, meetings, field visits; and facilitate it as needed in collaboration with other project staffs and or consultants.
  6. Support Education Officer and District Officers in the development of public-private alliances at the provincial level and district levels.
  7. Prepare and submit reports of project activities (training, workshop, meeting, field visit, monitoring) to the Provincial Coordinator

Sub-grant/subcontra ct supervision
Participate in pre-award assessments/ compliance reviews of potential partners as requested.

  3. Support Education Officer and District Officers to monitor district sub-grantee activities.
Representation and Coordination

Occasional Significant Duties
Support periodic visit by technical support staff and evaluation activities.

Qualifications
  • Minimum diploma degree in Education, social science, management or a related field
  • Minimum of two years experience in an equivalent position
  • Ability to develop good relationships with stakeholders and colleagues—able to work well with others
  • Good organization and time management skills
  • Some prior knowledge of education and youth issues
  • Able to work with limited supervision
  • Communication (written/oral) /interpersonal skills
  • Microsoft Office packages
  • Some English (preferred)
