Senior Disaster Response and Early Recovery Officer - IRC

The International Federation of Red Cross and Red Crescent Societies’ mission is to improve the lives of vulnerable people by mobilizing the power of humanity. It is the world’s largest humanitarian organization and its millions of volunteers are active in over 186 countries.

International Federation is looking for candidates to be based in Jakarta, Indonesia for the post of : 

1. Senior Disaster Response and Early Recovery Officer

Key tasks and responsibilities:

Support the PMI with response to emergency operations in Indonesia, (assessments, interventions, early recovery and monitoring & evaluation), as well as providing advice on emergency management and telecommunications).Support the development of new and innovative approaches in Disaster Response and Early Recovery, maintaining an oversight of new humanitarian programming developments.
This will require engagement with other International Organizations, UN organizations and agencies, NGOs and relevant academic institutions. Assist in providing DM orientation/training to PMI local staff and volunteers, Federation and PNSs staff as and when required.Coordinate  with PMI in developing appropriate work plans and programmes in the line with the Federation DM programme and PMI strategic Plan. Ensure that the delivery of coordinated, appropriate and effective IFRC supported response and early recovery programming makes full use of the National Society network to achieve greatest impact. Work with PMI to maintain an up to date database on potential temporary staff and volunteers for deployment during emergencies. In the event of a disaster, support PMI assessment, planning, implementation and co-ordination of emergency operations as directed by the delegation.  Also assist PMI
to establish links within the context of the International Federation regional and global response mechanisms (FACT, RDRT, ERU) and determine the best use of such tools and resources, as required.Increase and improve the National Societies capacity to respond to emergency shelter needs. Ensuring that the linkages with disaster risk reduction and development programming (to build community safety and resilience) are integrated into response and early recovery activities, tools and standard operating procedures. Keep abreast of disaster events and security situations and ensure incident reporting to Head of Delegation, DM delegate and key PMI staff. Provide advice on good practice in emergency telecommunications, including trainings, and maintain a regional inventory of equipment.Visit
the project areas as and when necessary.Assist in the preparation of accurate and timely reports in accordance with Federation guidelines. 

2. Senior Disaster Preparedness Officer

Key tasks and responsibilities:

Identify priorities for disaster preparedness and mitigation through assessment of prevalence/frequency of disasters and related risks, vulnerabilities and capacities in order to keep the IFRC and PMI Senior Management informed. Facilitate the development of SOPs for PMI alert/warning, monitoring and means of coordination before, during and after emergency situationsEncourage and support preparedness initiatives such as emergency preparedness planning, contingency planning, links to early warning systems, and strengthening human resource and pre-positioning systems.Develop and maintain knowledge and learning management systems for emergency preparedness and contingency planning. This requires the review/selection of literature and development of user-friendly tools and guideline. Advise on the development of disaster preparedness and early warning policies and their dissemination ensuring operational compliance with policies, guidelines and standard operating procedures. Ensure the development of new and innovative approaches in disaster preparedness and early warning programming, maintaining an oversight of new humanitarian programming developments. This will require engaging with

Assist in the preparation and production of accurate and timely reports in accordance with the Federation guidelines. Through the PMI national headquarters, ccoordinate with chapters and branches to promote and implement awareness campaigns in the targeted communities/areas. Through the PMI national headquarters, ccoordinate with branches in developing appropriate work plans and programmes in line with the Federation DM programme and PMI strategic Plan. Visit the project areas as and when necessary.Produce regular, accurate and timely narrative and financial reports for the Federation and for donors. Assist in the design and implementation of monitoring, evaluation and impact measurement systems for emergency programs.

Qualifications & Experiences
  • University Degree is proffered
  • Experience of working for the Red Cross/Red Crescent 
  • Experience of writing narrative and financial report
  • Experience of planning and managing budget
  • Experience of risk mapping, vulnerability and Capacity Assessment on a local level
  • Knowledge of disaster, disaster Management/risk reduction and disaster prevention and mitigation program
  • Understanding and skills in relation to facilitating institutional development and organizational change
  • Understanding of opportunities and constraints for sustainable development
  • Strong sense of responsibility and control
  • Advanced skills in computers (Windows, spreadsheets, word-processing, email and internet).
  • Excellent presentation skills in English and Bahasa Indonesia
  • Excellent spoken and written English and Bahasa Indonesia
  • Valid driving license is preferred

LOGISTICS MANAGER

Vacancy: LOGISTICS MANAGER
Location: Chad

Scope:
Responsible for instituting and upholding IRC logistic procedures in the daily support of the field programs.

Responsibilities:
Day to day management of the Abéché Base: coordination of  support services: logistics, administration and finance.

Capacity building for national staff: Develop and implement a capacity building and 12 month handover plan for national staff; Develop a staff development plan for logistics staff.

Procurement/Purchasing:
Implementing a procurement system adapted by the IRC Chad Logistics Department based on fundamental procedures from IRC New York logistics policy;Manage tracking of all outstanding Purchase Requests (PRs) and Purchase Orders (POs); Design and implement internal controls within the purchasing/procurement system of the field office in Abeche.

Warehouse/Storage:
Ensure that the commodity tracking system is adhered to by the storekeepers and perform periodic spot-checks; Ensure the timely delivery of goods; Establish and maintain effective stock keeping system.

Transport: Ensure efficient procedures for delivery of goods and supplies; Responsible for truck movements/management including respect of security protocols;

Asset Management: Ensure proper tracking of all IRC assets present in Abeche.

Responsible for management of the assets released from storage; Responsible for tracking

This position Technically reports to the logistics coordinator and administratively reports to the Deputy Director for Operations.

This position manages a staff of: 5 national staff

Requirements
  • Degree in Logistics, Business Management or a related field
  • At least three years of prior professional experience in relief/development activities related to logisticss.
  • Operational knowledge of Microsoft Office software; knowledge of GPS mapping.
  • Fluency in French spoken and written. Proficiency in English, spoken and written.
  • Experience working with multicultural teams.

Project: Community Based Health and First Aid
Project

Key Tasks:
  • To ensure the appropriate implementation of the project and its activities, according to the requirements established by PMI/SRC HQ.
  • Work closely with PMI Chapter in North Sumatera Province, PMI Branch in South Nias District, and PMI Chapter in Central Kalimantan Province, PMI Branch in Kapuas District, especially with the Responsible of Health Section and the CBFA Programme Staff/Project Officer and team

  • To elaborate weekly reports concerning the work developed.
  • Attend to the meetings, workshops and training required for it.
  • Timely follow-up reports of activities in PMI/SRC.
  • Establish, jointly with the SRC Programme Delegate and PMI a monitoring and evaluation mechanism in all levels.
Qualifications:
  • University degree (Preferable Public Health or Social Sciences).
  • Strong in communication skill.
  • High level of English (oral and written)
  • Experience in Community Development programs.
  • Knowledge and professional experience on Logical Framework/Project Planning Process/Project Cycling.
  • At least 3 years experience working with Red Cross Movement or International NGO´s, preferable with Palang Merah Indonesia (PMI), managing development projects/programmes, preferable on Public Health field and with Gender as a cross-cutting issue.
  • Experience working with volunteers.
  • Computer skills: Microsoft Office (Word, Excel, Power Point, etc.), SPSS, Data Processor, etc.
  • Be able to work independently.
  • Strong skills in coordination and facilitate workshops, etc.

Coordination Officer - Spanish Red Cross

BACKGROUND
Spanish Red Cross Padang Sub-delegation was established after the Earthquake in September
2009 in order to assist Indonesian Red Cross for Padang Emergency Response.

Spanish Red Cross is looking for a person to be based in Padang as Coordination Officer.

Contract Period: 6 months.
Salary: SRC standard.
Report to: Head of sub-delegation.

The SRC Coordination Officer serves as an assistant to the Head of Subdelegation assuming responsibility for a wide variety of coordination and administrative matters.

Summary:
Performing administrative and office support activities. Analyzing the general needs and weaknesses of the SRC office in Padang and developing proposal in order to improve the general functioning of the office. Attending to institutional meetings, word processing, short translation, budgeting control, specify and manage relation within different actors in the movement of RCRC and other institutions.

Qualification & Experience
* University Degree
* 2years work experience in a similar position
* Experience of working for the Red Cross/Red Crescent is preferred or at least in INGO.
* Have a good capability in spoken and written English and computer skill

GRANTS MANAGER - IRC JORDAN

GRANTS MANAGER
the International Rescue Committee

The IRC began serving the humanitarian needs of Iraqi refugees and vulnerable host community members in Jordan and Syria in 2007, and is in the process of initiating programs to assist communities in the West Bank/Gaza. IRC’s current programs in these areas include approximately 5 grants totaling roughly $5 million for cash assistance, education, livelihoods, and combating violence against women.

Responsibilities:
The Grants Manager will be responsible for tracking and managing all grants for the IRC in Jordan, Syria, and the West Bank/Gaza. This includes maintaining files, facilitating grant meetings and budget to actual reviews, improving staff capacity in data collection, overseeing monitoring and evaluation, coordinating and drafting all donor reports and modifications, and ensuring program quality and compliance in cooperation with program, finance, and operations staff. The Grants Manager will also coordinate and draft project proposals, manage program information, and produce briefing materials. The position will report to the Program Director.

This is a six-month position, with possible extension (pending resources).

Duty and Task:
  • Develop and maintain an intimate knowledge of IRC’s Program framework.
  • Become fully conversant in all IRC programs in Jordan, Syria, and the West Bank/Gaza through a thorough review of program materials, orientation with key staff and field visits.
  • Organize timely Grant Planning, Grant Opening, Review, and Closing Meetings, and monthly Budget versus Actual meetings with Finance, Operations and Program staff.
  • Set up adequate systems for sub-grant tracking and reporting, and draft sub-agreements.
  • Maintain a report tracking system; directly coordinate drafting of all donor reports; compile and finalize the reports; manage report review and submission processes. Ensure timeliness, accuracy and quality of donor reports.
  • Establish and maintain electronic and hard files for all grants as per IRC practices, an electronic photo library, and all relevant internal and external program information.
  • Draft program briefing materials, and respond to requests for program information from IRC Regional Management, IRC HQ, donors, and others.
  • In coordination with Finance and Operations, monitor and facilitate compliance of programs with donor and IRC commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for waivers/derogations, etc.
  • Liaise regularly & work very closely with the Program Director and program, operations, security and finance staff to coordinate program planning.
  • Coordinate project design, proposal and budget development process for all proposals to public and private-sector donors for regional and nation-wide emergency and post-conflict development programs.
  • Organize needs assessments and data collection as necessary to feed into project design.
  • Serve as primary writer for proposals.
  • Undertake other tasks as requested by the Program Director.
Requirements:
  • Master’s Degree in international relations or other relevant field (experience can replace academic qualifications).
  • 2 years of international NGO experience in a similar position.
  • Proven ability to design projects and develop winning proposals to public and private-sector donors, including solid practice of the logframe approach.
  • Excellent written and spoken English essential, Arabic a plus.
  • Excellent organizational and writing skills, data management experience, ability to determine priorities and attention to detail a must.
  • Knowledge of institutional donors (PRM, United Nations, USAID/OFDA, ECHO, DFID, etc.) regulations, procedures and requirements a plus.
  • Proven ability to coordinate, manage and delegate work appropriately.
  • Ability to work under stress and with tight deadlines.
  • Ability to work in a multicultural context as a respectful team player.
  • Willingness to travel to the field on an ad hoc basis.
  • High-level of knowledge and practice with Word, Excel and Outlook required.

Just over a month later, on the eve of World War II the inaugural meeting of the IRCS governing body, the Central Council, was held in Dublin on 5 September. Prior to this the Red Cross had been established throughout most of Ireland as an autonomous entity within the British Red Cross Society during the War of Independence in 1920, although records show that the Red Cross had branches in Dublin four years previously when volunteers took care of the sick and wounded during the 1916 Easter Rising.

The Red Cross both nationally and internationally is proud of its achievements to date. Within Ireland the Red Cross was to the forefront in the provision of relief for most of the 20th Century, attracting to it some notable talent.
