The Program Manager (PM) for the Global Citizen Corps Program (GCC) will lead the overall implementation of GCC activities in one of the multiple countries involved. The CM will work with the Global Management Team serving eight countries to optimize the effectiveness of project activities worldwide. ECB Phase II Project Manager - IWG

Inter-Agency Working Group on Emergency Capacity Building Project Phase II (IWG ECB Phase II) is a consortium comprises of Care International, Catholic Relief Services (CRS), Mercy Corps, Oxfam GB, Save the Children and World Vision. The goal of the ECB Phase II project is to improve the speed, quality and effectiveness of the humanitarian community's emergency preparedness and response by building capacity at the field, global organizational and humanitarian sector levels for staff development, accountability and disaster risk reduction. ECB Phase II Project Manager – Indonesia
To be based in Jakarta

Reporting:
This position will report to Indonesia ECB Phase II project consortium. For the daily management and administration issues, the Project Manager will report to and be supervised by CRS/ID Head of Emergency Programming.

Duration:
Fixed Term, ending September 2013 – employment will be reviewed on annual basis.

Job Summary:
The primary function of the Project Manager is to facilitate the implementation of the ECB Phase II project activities in Indonesia, support all members of the consortium and ensure their collaboration works smoothly and effectively and, along with the consortium contact person (i.e. CRS/ID Head of Emergency Programming) , represent Indonesia ECB Phase II consortium in the global ECB project events. This function includes all activities related to the roll out of the ECB Phase II project in Indonesia; establishing and maintaining relationship between the ECB Phase II project and external stakeholders including other INGOs, UN agencies, government institutions and local NGOs; and organizing various meetings and workshop as planned in the ECB Phase II detail proposal.

Main Responsibilities

1. Facilitate the mobilization and engagement of the Indonesia consortium in the development of joint planning of emergency preparedness and response activities.
2. Facilitate the engagement of the Indonesia consortium in the joint implementation of preparedness and response activities
3. Facilitate and coordinate the Indonesia consortium in sharing the learning across the humanitarian sector in Indonesia about innovative preparedness and activities.
4. Facilitate and coordinate the engagement of external stakeholders (UN agencies, government bodies, local NGOs and other INGOs) in the implementation of ECB Phase II activities.
5. Represent Indonesia ECB Phase II Project in the global ECB events, meetings and workshop.
   

Main Tasks

1. Review the ECB Phase II project documents (proposals, budget, organizational structure, etc.) and translate them into detail implementation planning for Indonesia.
2. With support from the consortium and consultation with the Global Field Manager, organize the country level project start – up workshop.
3. Facilitate the consortium in the development of Consortium Engagement Plan that specifies baseline, indicators, outputs, outcomes and results of the ECB Phase II project at Indonesia level.
4. Facilitate and coordinate the consortium in the identification of ECB Phase I tools and methods that will be utilized in the Phase II activities.
5. Facilitate and engage the consortium to identify activities in the field across the three cross – cutting themes of staff capacity, accountability and disaster risk reduction.
6. Consult with the consortium for technical supports in the implementation of the project activities.
7. Conduct regular monitoring of the project activities.
8. In collaboration and consultation with the Global Field Manager, propose and organize country – level visit for representatives of the consortium to another country to bring specific examples of success in Indonesia emergency capacity building and share them with peers in the visited country.
9. Organize annual in – country learning events and joint simulation workshops if no actual emergency occurs.
10. In case of emergency occurrence, coordinate the consortium to conduct joint assessment, develop joint emergency response proposal and to implement the joint response within the framework of the ECB Phase II's Country Engagement Plan
11. Develop and design the Indonesia ECB project monitoring and evaluation plan and tools based on the Consortium Engagement Plan.
12. Develop and submit quarterly, semi – annually and annual report to the consortium for review and approval, and send the approved reports to the ECB Global Field Manager.
13. Coordinate the consortium (as well as governments, communities, and local partners) in collaborative ways of responding around actual emergencies
    

Qualifications:

1. Broad experience and strong skill in facilitation and coordination (preferably in coordinating multi organization groups, consortia and/or multi - stakeholders)
2. Broad experience working with humanitarian organizations, especially in the management and implementation of emergency response and disaster risk reduction programs.
3. Strong program development and management skill, including project planning, proposal and report writing, and monitoring and evaluation.
4. Knowledge of Emergency Response, Disaster Risk Reduction and accountability concepts (Incl. SPHERE project).
5. Broad experience in development and implementation of capacity building interventions
6. Familiarity with donors' rules and regulations
7. Proficiency in English speaking and writing
8. Demonstrate good initiative and leadership capacity
9. Excellent inter – personal skill
10. Experience and comfortable with multi – tasking
11. At least undergraduate degree (S1), but Master degree in related fields (development studies, social science, etc,) is desired.

Program Summary - RW Siaga Plus+
Mercy Corps aims to address the complex underlying causes of malnutrition in urban poor settlements by building healthy physical environments, cultivating positive social contexts, and strengthening supportive economic relationships that facilitate access to and utilization of affordable adequate nourishment.
This project will contribute to healthy physical environments in urban poor settlements by increasing access to clean water supplies and improved sanitation, services that are necessary to reduce the incidence of infectious disease, one of the main underlying causes of malnutrition. Building on the core capacities, government relationships, and lessons learned developed through the DAP program, this project will also continue to address the social constraints to improved nutrition, increasing awareness and social support for new behaviors through the existing Ministry of Health RW Siaga program. Both the hardware and the software interventions will
be integrated with existing government priorities and programs, in particular the RW Siaga health program, allowing for significant building of capacity and improving the chances for government replication and scaling. The program will also be timed to coincide with the musrenbang government budget allocation process, supporting the potential for communities to seek matching funds and promoting the sustainability of the project intervention.

The overall aim of the project is improved health and nutrition of residents in poor urban communities in Jakarta and Bekasi through increased household access to clean water supplies and improved sanitation.
Access to water supply and sanitation services is crucial to preventing the infectious diseases that are a major cause of child mortality and malnutrition in Indonesia.
The program will be implemented in 3 kelurahan of West Jakarta and 1 kelurahan of Bekasi

1. Capacity Building Officer
The Capacity Building Officer will work under the supervision of the Program Manager, and is responsible for the successful implementation of all project activities in the assigned targeted area. The Capacity Building Officer will coordinate and oversee the activities of the project, and will directly participate in conducting participatory field research, community based mobilization and outreach providing training, mentoring and coaching to government and community to implement water and sanitation infrastructure projects and hygiene and nutrition behaviors promotion , project development and implementation, and monitoring and evaluation in the Project communities.

Qualifications:

Program Summary:
On 30 September at 5.15pm local time, a 7.6 RS earthquake (depth of 71km) struck off the coast of West Sumatra; a second 6.2 RS earthquake struck shortly afterwards at 5.38pm. The impact of the earthquakes on infrastructure and in terms of casualties has been devastating. Confirmed fatalities now exceed 700, but with large numbers of people still missing this number is expected to rise substantially. Over 100,000 homes have been severely damaged, with another 100,000 suffering moderate or slight damage. There has also been substantial damage to essential infrastructure including telecommunications, water pipes and power lines, severely disrupting communications, electricity and water supplies. Mercy Corps has been at the forefront of a coordinated joint assessment by an ECB-consortium of NGOs, along with OCHA and local government.

To address the immediate needs of the populations affected by the West Sumatra earthquake, Mercy Corps is implementing a three-month emergency response program funded by USAID. The program aims to address appropriately the immediate NFI, WASH, and shelter needs of earthquake-affected populations through the distribution of emergency kits, reconstruction kits, and water, sanitation and hygiene interventions.

1. Warehouse Officer
   The Warehouse Officer responsible for carrying out all steps of the warehouse and related, logistical process in Padang to assist the program activities in the West Sumatera based programs. This includes activities such as: acting as point person for receiving goods at the warehouse, organizing storage and dispatch. All activities and commodities are to be documented in accordance with MC formats and procedures.
   
   Qualifications:
   Must have demonstrated understanding of the Mercy Corps warehousing system and natural, organizational skills;

1. Water Sanitation Officer
   The Water and Sanitation Officer will work under supervision of Program Manager and is responsible for both the soft and hardware components of the water and sanitation infrastructure activities of RW Siaga PLUS program in targeted implementation areas. Under technical guidance of Urban Infrastructure Coordinator, the Water and Sanitation Officer will assist in supervision of the Consultant and Contractor in implementing infrastructure improvement, provide input on monitoring and evaluation of the project. Together with the Urban Infrastructure Coordinator, the Water and Sanitation Officer is responsible for the quality of infrastructure project. Together with the Capacity Building Officer, the Water and Sanitation Officer will be responsible for building capacity of Water and Sanitation Working Group and community to conduct participatory need assessment, design, planning, implementation and monitoring and evaluation the sustainable, low cost, simple technology, and easily maintained water and sanitation infrastructures and replicable by Government and Community. The Water and Sanitation Officer will provide assistance for technical capacity building to the Water and Sanitation Working Group and community and periodically report on the activities.
   
   Qualifications:
   
   • BA/S or higher in Environmental Engineering, Civil Engineering or other relevant background and/or relevant experience in water and sanitation that related to slum upgrading program;
   • 3-4+ years in community based water and sanitation project preferably in urban context;
   • Fluency in both verbal and written English highly preferred;
   • Multi-tasking, coordination, organization, prioritization skills essential;
   • Highly-developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word, and infrastructure design software;

Position : Senior Program Officer - Jajanan Balita Sehat Project
Based : Banda Aceh
Durrations of Assignment : 10 Months

Program Summary :
Jajanan Balita Sehat is currently an innovative community-based urban nutrition project being piloted in Jakarta. The program aims to address both short-term vulnerability and long-term poverty and malnutrition by increasing the availability of convenient, low-cost, high-quality food for children under five, and at the same time offering a new avenue of economic opportunity. While a myriad of convenient food choices exist for adults, there was a dearth of options for children under five, a time of special nutritional needs.

In Jakarta Mercy Corps facilitated the evolution of a new niche micro-market business in the community called ‘Jajanan Balita Sehat’ (Healthy Street Foods/Snacks for Children Under Five) targeted at both providing cheap, nutritious meals for children while at the same time providing much-needed additional income to entrepreneurial women and their families.

This project will adapt the ‘healthy baby food program’ to operate in Banda Aceh. The aim is to improve the nutritional intake of at least 1,000 children under five and improve the lives
of food vendor groups.

City Project Officer
Asian Cities Climate Change Resilience Network (ACCCRN) Project
The City Project Officer will work closely with city network coordinator to organize and facilitate Indonesian city networks activities to develop, plan, budget, and identify potential funding for participatory, city level, climate change resilience strategies. This position will be required to work with a wide range of networking with city stakeholders spanning civil society, private sector, local government, etc.

Qualifications:

• 3 years of experience in Indonesia climate change initiatives and/or urban development;
• Experience working as part of a multi-disciplinary team;
• Experience in networking and project implementation, and documentation related to Indonesian climate change issues, and Indonesian government climate change initiatives and actors;
• BA/S or higher in environmental sciences, or similar field;
• Fluency in English verbal and written communication is essential;
• Ability to multi-task, follow procedures, meet deadlines and works independently and cooperatively with team members essential;
• Strong familiarity with Microsoft Word and Excel are mandatory;
• Willing to travel regularly to Jakarta;
• Willing to work when required during evenings and weekends for travel to and/or meetings with city networks.

The incumbent will assist the Urban Communications Coordinator in providing graphic designs for the overall external and internal publications/ communication in relation to MC urban program. Aside of that, the Urban Communications Officer will handle the regular updating of Mercy Corps Indonesia website, file and archive newspaper and/or magazine clippings of MC media coverage (media monitoring), and assist in documenting field activities when needed.
Qualifications:

• Minimum 2-years experience in working as a Graphic Designer or relevant job
• Highly-developed computers skills, with strong familiarity with Adobe software (graphic design software) and MS Office. Ability to edit a video using the appropriate software will be an advantage.
• University degree in mass communication, graphic/ visual communication design, or a relevant field
• Familiar in using D-SLR camera and doing digital imaging.
• Fluency in both verbal and written English is essential
• Multi-tasking, organization, prioritization skills is strongly preferred
• Able to work in tight deadlines
• Ability to work independently and cooperatively within a team and with other team members required
• Previous experience in similar position, preferably in international firms
