Program Manager – Global Citizen Corps (GCC) - Mercy Corps

The Program Manager (PM) for the Global Citizen Corps Program (GCC) will lead the overall implementation of GCC activities in one of the multiple countries involved. The CM will work with the Global Management Team serving eight countries to optimize the effectiveness of project activities worldwide. The PM will report directly to the Mercy Corps Country Director in his/her country, and indirectly to the Global Program Coordinator. The PM’s work will also include donor relationship management for fundraising to ensure sustainability and expansion of activities as needed.

S/he will be responsible for ensuring that all aspects of the GCC program are executed effectively and in alignment with their respective grant agreements. S/he will be responsible for assessing the effectiveness and impact of program activities on participants through direct supervision, results of pre- and post-surveys, participant interviews, etc and for solving problems to ensure continuous improvements.

Qualifications:
  • 3 years experience in international relief and development with field positions;
  • Proven leadership, project coordination and communication skills;
  • Ability to function as a goal-oriented and inspiring social entrepreneur – to work both independently and cooperatively with team members is required;
  • Experience in building, training, motivating and managing a team;
  • Ability to anticipate and solve problems, and communicate effectively across cultures and learning styles;
  • Expertise with tools and innovations in Information Communication and Technologies;
  • Experience in youth development, and community organizing;
  • Baccalaureate or equivalent in international development, management, or related field;
  • Ability to travel regularly to field locations and out of the country for international coordination and training;
  • Rich experience in cross-cultural work;
  • Experience in program evaluation;
  • Proven fund development experience helpful.

Background
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) and based in Jakarta, Indonesia. UCLG is the largest local government organization in the world and the officially recognized World voice of Local Government by the United Nations.
The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people –more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia.
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations.

UCLG ASPAC will implement the European Commission funded Project “Partnership for Democratic Local Governance in Southeast-Asia” in close co-operation with Konrad-Adenauer- Foundation (KAS), LOGODEF, The Thai Environmental Institute (TEI) and various Local Government Associations.
The project activities are carried out for a period of 30 months in five countries in South-East-Asia: Philippines, Indonesia, Thailand, Cambodia, Vietnam.
The overall objective is the improvement of living conditions of disadvantaged groups in South-East-Asia through increased participation of people in local planning and decision making. More specifically, it is aimed to set up a sustainable network of Las, LGAs, NGOs and Academic Institutions for the promotion of best practice exchange in democratic local governance in SEA which contributes to the improved knowledge, attitude and practice of the LGAs in this field of services for their members.

The administrative assistant will closely work with the National Coordinator in Hanoi on a day-to-day basis within the overall supervision of the UCLG ASPAC Regional Office in Jakarta and in collaboration with the Association of Cities of Vietnam (ACVN) ensuring high quality, accuracy and consistency of work delivery.

Responsibilities
The Administrative Assistant will be responsible for the following:
  • Coordinate meetings and appointments for the National Project Coordinator
  • Maintain the office documentation (preparation, distribution, sorting and storing) in accordance with established guidelines and procedures
  • Arrange travel and lodging for local/external partners and experts together with the National Project Coordinator an the Project Manager
  • Assist National Project Coordinator on assigned duties; Monitor assigned project deliverables and timelines together with the National Project Coordinator
  • Welcome and host guests to the Project Office + telephone
  • Make sure that all needed items for daily office routines are being bought and stored
  • Assist Chief Accountant in preparing the monthly accountability as well as the interim and financial reporting
  • Collect, sort and collate receipts, contracts, tax-papers or any material or information requested by the Chief Accountant
  • Handle all payments connected with the running of the project (cash, cheque, online); issue payments of advances or refund for project expenses; transparently document all payments in accordance with established guidelines and procedures and according the legislation of the respective country
  • Manage the project cash box; transparently document all transactions in and out of the cashbox in accordance with established guidelines and procedures
  • Verify that all receipts are in accordance with established guidelines and procedures and according the legislation of the respective country
  • Inform the National Coordinator on all financial matters concerning his/her duties;
  • Assist National Coordinator in tracking budget expenses and budget analysis
  • Perform other duties as required from time-to-time

Special requirements of the assignment
  • Minimum of a bachelor’s degree in accounting, business administration, economics or related field
  • At least three years of professional experience in accounting or administrative work
  • Good written and oral communication skills required (Vietnamese and English)
  • Computer software skills in basic Microsoft word and accounting programs
  • Ability to work under pressure and to deadlines required
Assignment period
The assignment will be for up to 30 months and will commence in March 2010.

Responsibilities
The National Coordinator will be responsible for the following:
  • Manage contacts with LGAs, municipalities, academic institutions, CSOs, decision makers and media
  • Identification and facilitation of local experts
  • Office management
  • Finalization and approval of project reports (e.g. best practices)
  • Documentation of project activities in a transparent and comprehensive way
  • Monthlystatus reporting to the coordination office
  • Carry out the internal monitoring activities as agreed with the Project Manager and report to the Project Manager
  • Inform the National Administrative/ Accounting Assistant on upcoming deliverables and expenditures, so that he/she can prepare payments and accounting procedures on time
  • Respect EC visibility guidelines
  • Perform other duties as required from time-to-time
Special requirements of the assignment
  • Minimum of a bachelor’s degree in public administration, international relations, economics, political science or related field
  • At least five years of professional experience in governance related work with key qualifications comprising capacity development, project management, public service provision, community participation
  • Strong written and oral communication skills required (Vietnamese and English)
  • Computer software skills in all basic Microsoft word programs
  • Ability to work under pressure and to deadlines required
  • Ability to develop liaison with senior LA and LGA officials and work co-operatively
  • Considerable domestic and international travel may be required

Public Service Delivery Advisor

The Urban Institute (UI), a non-profit organization founded in 1968, is seeking applications for the position of Public Service Delivery Advisor for the upcoming USAID Kinerja project.

UI was established to investigate social and economic problems confronting the US and the government policies and programs designed to alleviate them. Over the last 25 years, UI has expanded its role to address analogous problems in developing countries.

UI’s international work has focused on decentralization and local government capacity building, structured around four outcomes:
  1. creation of a clearer legal and regulatory framework for local government rights and responsibilities through a consensus-oriented dialogue among central government, local government, and public stakeholders;
  2. improved financial management and greater transparency in local government budgeting and expenditure;
  3. more cost-effective and responsive delivery of services by local governments; and
  4. greater interaction and more effective communication between local government (both elected officials and civil servants) and citizens about community priorities and the reality of the constraints under which local governments operate.
Public Service Delivery Advisor Responsibilities:
The PSDA will serve as the main resource to ensure effective implementation of service improvement approaches of the project. PSDA will identify and develop tools and methods for improving services of local governments. PSDA is to ensure that the approaches and innovations promoted by the program are technically sound and appropriate for Indonesia. He/she will also
ensure that project approach and policy is in line with and reflects GOI decentralization policy, particularly in minimum service standards.

Qualifications:
  • A master’s degree in a relevant field;
  • A minimum of 10 years experience working with local governments related to public service delivery and performance management;
  • Must have expertise in one of more areas of economic development, education or health service delivery;
  • High degree of adaptability to varied working environments and good interpersonal and teamworking skills;
  • Proven leadership and organizational skills, successfully managing and coordinating large and disparate work groups;
  • Basic knowledge of management processes and systems, such as human resources management and development (including performance evaluation), financial management, and management of employee compensation systems;
  • Experience in working with Non-Government Organizations and Civil Society Organizations;
  • Experience in the implementation of USAID project(s), or other donor projects in Indonesia;
  • Ability to speak, read and write fluently in English is mandatory. The ability to speak Indonesian, at a working level, is also required.
